About The Position

This position reports to the Chief Financial Officer/Director of Management & Budget. This position works directly with Department Leaders, City Staff and Third-Party Insurance Brokers and Providers. Under administrative direction, plans, organizes, directs and implements comprehensive safety, risk management, and loss control programs for the City; develops and implements a total safety culture; assesses risk exposure; examines and recommends safety and risk management techniques; determines optimum types and levels of insurance coverage and participates in the award of insurance contracts; ensures effective and efficient high-quality work in the managed programs; manages the City’s workers’ compensation and liability programs, including, but not limited to, developing and recommending program design; developing and managing relationships with insurance carriers, brokers, legal counsel and third-party administrators to minimize loss to the City and maintain optimal defense strategies. May represent the City in hearings and claims litigation. Ensures that internal and external claimants receive timely responses and regular communications; formulates findings and develops recommendations for action and adjudication of claims for approval by the Administration. Analyzes risks and makes recommendations for reducing or eliminating such risks. Supervises and participates in the administrative activities of the insurance (non-health related) programs including, but not limited to, handling applications for liability insurance, processing liability claims, record keeping and correspondence. Assists in the annual survey of City owned structures to determine adequacy of insurance coverage and need for improvements. Participates in the negotiation and purchase of liability, property, cyber and other necessary insurance policies for the City. Computes, analyzes and prepares feasibility reports on recommended improvements in various phases of the City insurance program. Prepares budget estimates for City insurance requirements. Provides staff assistance to municipal officials on insurance requirements as they relate to contracts, agreements, leases and permits. Determines loss adjustment on City property covered by insurance coverage and bonds; Participates in the negotiation and settlement of claims. The hours of work for this position are 40 per week and the above salary includes 5% in lieu of overtime.

Requirements

  • A Bachelor’s degree from an accredited college or university with major coursework in risk management, business administration, finance, or a related field AND five (5) years of progressively responsible professional experience in the administration of comprehensive risk management and loss control programs, two (2) of which should be in a management capacity.
  • OR An Associate’s Degree AND a Chartered Property Casualty Underwriter (CPCU) designation AND seven (7) years of progressively responsible professional experience in the administration of comprehensive risk management and loss control programs, two (2) of which should be in a management capacity.
  • A valid driver's license and the ability to maintain insurability under the City’s Vehicle Insurance Policy
  • Insurance broker’s license.
  • A COPY OF YOUR DEGREE OR TRANSCRIPT MUST BE ATTACHED TO YOUR APPLICATION.
  • A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.
  • If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check.
  • If appointed, you will serve 3- 12 months of probation.
