About The Position

The Director of Programs is responsible for the strategic oversight, operational management, compliance monitoring, and continuous improvement of 211 LA’s Early Childhood, Hate Prevention, and Disaster care coordination programs. This position develops, implements, and monitors processes to ensure 100% compliance with contractual, regulatory, and financial requirements across assigned programs, and represents 211 LA at community networks and the community at large. The Director of Programs works collaboratively across departments and with external partners to enhance program effectiveness, strengthen operational performance, ensure fiscal accountability, and improve service quality and client outcomes. The position will be responsible for program design, stakeholder engagement, planning, organization, resourcing, team management, and meeting program goals, with support from the Senior Director of Integrated Care. This position is conducted remotely; occasional in-person meetings are required. This role requires the candidate to be local to Los Angeles.

Requirements

  • Bachelor's degree in a related field (social work, public admin, etc.) or 5+ years of supervisory/management experience in lieu of degree.
  • 5+ years managing projects, programs, teams, grants, program development/evaluation, and fund development.
  • Working knowledge of LA County human services and delivery systems; ability to interpret contracts, protocols, system data, reports, and procedures.
  • Experience developing, managing, and monitoring budgets, including financial forecasting, expense tracking, reconciliation, and financial reporting.
  • Experience with advisory boards, steering committees, coalitions, and cross-sector collaboratives, plus proven leadership managing multiple priorities.
  • Strong presentation, public speaking, training, and written/verbal communication skills (bilingual Spanish preferred); ability to work with diverse cultures, ages, and economic backgrounds.
  • Proficient in Microsoft Office, Google Docs (Word, basic Excel, PowerPoint), and adapting to new software.
  • Valid driver's license and insurance required; must be able to travel, work evenings/weekends, and be available on short notice for varied schedules, including County emergency operations.

Responsibilities

  • Participates in strategic planning with internal/external stakeholders and designs program plans and goals for alignment with agency initiatives, program expansion, operational capacity, and long-term sustainability.
  • Develops, implements, and oversees evaluation tools, quality assurance processes, and compliance reporting systems to track performance outcomes, operational effectiveness, contractual obligations, and fiscal accountability.
  • Assists with hiring, onboarding, and training team members.
  • Identifies skill and resource needs and secures necessary training.
  • Guides the team in developing project plans, tracks progress, modifies plans, and resolves implementation challenges.
  • Guides the program team in developing and implementing project plans.
  • Meets regularly with the program team to track progress, modify plans, and overcome implementation challenges.
  • Manages and oversees the program team, including regular performance feedback, coaching, maintaining morale, encouraging creative ideas, and inter-group cooperation.
  • Responds to escalated client, partner, funder, operational, and programmatic issues to ensure compliance, continuity, and positive stakeholder relationships.
  • Builds strong relationships with internal/external stakeholders, including senior leadership, referral partners, funding partners, and County Departments.
  • Collaborates regularly with teams across the organization to move forward program goals, including 211 LA’s communications, development, data, and resource teams.
  • Represents the Agency at meetings, workgroups, media engagements, public events and emergency response activities.
  • Participates in disaster preparedness, response, recovery, and continuity of operations efforts and manages referral-tracking tool build-out and partner onboarding, as applicable.
  • Sets and tracks program outcomes and performance metrics.
  • Analyzes data and trends to evaluate program effectiveness, identify opportunities for improvement, provides regular reports to senior leadership and stakeholders and ensures 100% contract compliance.
  • Develops and manages program budgets, monitors expenditures, forecasts funding needs, and collaborates with Accounting on timely invoicing, fiscal reporting, expenditure reconciliation, audits, monitoring visits, compliance reviews, and funder reimbursement.
  • Performs special projects, assignments, and other duties as assigned in support of the Agency's mission, values, and strategic priorities.
