About The Position

The State of Connecticut, Office of Early Childhood is seeking applicants from its agency employees to fill the position of Director Of Program Monitoring And Fiscal Review in Hartford, CT. This role leads the grants and contracts unit, which is responsible for executing contracts, MOAs, and conducting competitive procurement of services for the Office of Early Childhood. The Director role holds responsibility for a large, complex portfolio of grants and contracts and leads evaluation and fiscal review for contracted entities. This role ensures program effectiveness, regulatory compliance, and responsible stewardship of public resources.

Requirements

  • Current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language
  • Ten (10) years of experience in a combination of public administration and fiscal administration
  • Two (2) years of the General Experience must have been in a supervisory capacity over professional staff
  • Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards
  • For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor

Nice To Haves

  • Experience supervising a team responsible for grants and contract administration, including contractor performance evaluations
  • Experience managing contracts, including drafting, reviewing, and interpreting contract language
  • Experience navigating and managing the Attorney General review process
  • Experience advising senior leadership on state of Connecticut (CT) procurement standards, RFP, RFA development and requirements
  • Experience with CT state systems such as CORE CT (e-procurement and contract modules) and CTSource
  • Experience developing or implementing policies and processes related to contract oversight, program evaluation, and fiscal management

Responsibilities

  • Directing the drafting and execution of all grant and contract agreements for the Office of Early Childhood
  • Ensuring compliance with all applicable state and federal laws and regulations
  • Directing evaluation of grant or contract funded programs to inform funding decisions and ensure appropriate use of resources
  • Communicating with the Office of Attorney General regarding grants and contracts execution
  • Reviewing and analyzing complex financial records, audits, and reports to identify irregularities or potential fraud
  • Using data systems to prepare fiscal and statistical analyses; overseeing the use of CTSource and CORECT to conduct agency business
  • Developing policies related to grants and contracts oversight
  • Supervising and evaluating staff, including assigning work
  • Coordinating with internal and external partners to support program activities
  • Directs staff and operations of the section including program evaluation and fiscal review of grants and contracts administered by the department
  • Coordinates, plans and manages section activities
  • Formulates program goals and objectives
  • Develops or assists in development of related policy
  • Interprets and administers pertinent laws
  • Evaluates staff
  • Prepares or assists in preparation of section budget
  • Maintains contacts with individuals within and outside of section who might impact program activities
  • Directs compliance and fiscal auditing of ongoing grants and contracts as well as review of new grants and contracts

  • Leads the recruitment and hiring of staff, including outreach, interview and selection
