About The Position

This is a full-time exempt position that is responsible for applying the principles of accounting to analyze financial information and prepare financial reports. Primary work hours will be Monday through Friday, 8:30 am to 4:30 pm with a 1/2-hour lunch (37.5 hrs./week) unless otherwise agreed upon. Compliance: As with all WCSI positions, it is the expectation that employees adhere to WCSI, County, State and Federal guidelines, regulation, policies, and laws which govern the business and service of WCSI. This position requires the employees to perform their daily job duties and responsibilities in a structured work environment.

Requirements

  • Bachelor’s Degree and minimum of 5 years’ accounting and general ledger experience.
  • Equivalent combination of education and experience will be considered.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.
  • Ability to write reports, letters, memos, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Valid PA Driver’s License
  • Proof of Valid Auto Insurance
  • Act 34 (Criminal Record) Clearance
  • Act 33 (Child Abuse) Clearance
  • FBI Clearance
  • Monthly screenings of PA Medicheck List, LEIE (List of Excluded Individuals/Entities) and SAM (System for Award Management).
  • Adherence to all random drug screening requirements, as set forth by WCSI Policy.
  • Ability to operate a motor vehicle, sit stand, walk, bend and lift objects of up to ten pounds.
  • Regularly uses a computer, phone, fax, copier, and other essential office equipment to conduct daily work assignments.
  • Ability to apply principles of leadership and management in daily practice.

Responsibilities

  • Maintains Accounting Systems Integrity (General Ledger, Accounts Payable, Fixed Assets, Payroll, Accounts Receivable, Purchasing)
  • Supervises reconciliation process for bank statements by Fiscal Technicians.
  • Conducts internal audits.
  • Assists CFO in review of Accounts Receivable.
  • Assists CFO in development of Budget, Medical Assistance rates and Overhead Allocation.
  • Oversees and indirectly supervises daily activities of Fiscal Technicians.
  • Maintains and improves internal controls.
  • Reconciles General Ledger accounts.
  • Supervises and participates in the receipt and deposit of cash receipts.
  • Supervises process of placing accounts for the collection and write off.
  • Reviews, posts, and processes a variety of financial payroll or audit documents.
  • Posts data to general ledger accounts from subsidiary reports and papers, takes trial balances and prepares financial reports.
  • Maintains expenditure and budgetary control accounts and prepares reports relating to account and fiscal status.
  • Maintains strict adherence to the Agency's Purchasing Policy and County 4300 Regulations regarding all purchases and bidding procedures.
  • Works with Agency vendors on competitive bidding, developing specifications are providing recommendations.
  • Supervises all duties within the Purchasing Department.
  • Assigns expense codes.
  • Authorizes purchase orders.
  • Prioritize orders that are considered to be "Rush" or "Time is of the Essence".
  • Exercises good time management skills.
  • Recommends new or revised procedures and maintains and improves internal control.
  • Develops fiscal and reporting systems for all new services/programs, integrating them with the existing system.
  • Analyzes systems and results to ensure that they meet the needs of the agency, staff, and funding sources.
  • As directed by the CFO, acts as liaison with appropriate County staff and coordinates the implementation of county procedural changes.
  • Develops and produces special reports as needed by administrative and supervisory personnel.
  • Active in Quality and Compliance initiatives.
  • Analyzes, reports, gives recommendations and developing strategies on how to improve Quality.
  • The employee may prepare information for and/or attend Board and Committee Meetings at the direction of the CFO and CEO.
  • Ensures that a well cross trained program for staff occurs annually.
  • Completes semi-monthly one on one meetings with staff.
  • Reads, understands, and follows the Pennsylvania Code Title 55 Department of Public Welfare 4300 regulations County BH/IDD Fiscal Manual and GAAP.
  • Direct supervision of the Fiscal Staff, including bi-monthly supervisions, annual evaluations, and time approvals.
  • Acts as a role model to all the Leadership positions.
  • Member of the WCSI Senior Leadership team.
