About The Position

The Family Resource Centers Network of CA (FRCNCA) aims to support individuals and families of children with disabilities, special healthcare needs, and those at risk by ensuring the continuance, expansion, promotion, and quality of family-centered, parent-directed Family Resource Centers (FRC). The Director of Partnerships and Equity Initiatives for VALOR (Voces, Acción y Liderazgo Organizado para la Resiliencia) provides strategic leadership for a statewide, Latino-led initiative focused on strengthening equity, systems accountability, and leadership development for individuals with intellectual and developmental disabilities (I/DD) and their families. This role leads the design, implementation, and evaluation of statewide advocacy, training, and systems-feedback efforts in partnership with California’s network of Family Resource Centers (FRCs), Regional Centers, community-based organizations, and the California Department of Developmental Services (DDS). The Director serves as the principal architect and public representative of VALOR, ensuring the initiative complements existing advocacy efforts while filling critical system gaps related to data, equity, coordination, and culturally responsive engagement. This is a full-time, benefitted, exempt position. Employment is provided by Heluna Health. The pay range for this position is $125,000 to $130,000 based on experience.

Requirements

  • Minimum 10 years of experience in leadership roles within developmental services, disability advocacy, public systems, or community-based organizations.
  • Master’s degree in public administration, business administration, social work, education, or related field preferred.
  • Demonstrated experience leading statewide or multi-regional initiatives.
  • Deep knowledge of California’s developmental services system, including the Lanterman Act and DDS structure.
  • Proven experience working with Latino and culturally diverse communities.
  • Strong bilingual communication skills (English/Spanish).
  • Experience managing grants, budgets, and multi-partner initiatives.
  • Background check clearance.
  • A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to secure timely transportation to perform the essential functions of the job.
  • Experience working with Family Resource Centers or similar family-support networks.
  • Experience serving on statewide advisory committees or task forces.
  • Familiarity with equity-focused evaluation and systems-change frameworks.
  • Must have demonstrated ability and experience working with staff and clients of varying cultures and backgrounds.
  • Experience with Microsoft Office 365, including PowerPoint and Excel.
  • Advanced knowledge of Microsoft PowerPoint and other presentation tools.
  • Advanced knowledge of Zoom, MS Teams, and other virtual meeting platforms.
  • Must have expert planning and organizational skills.
  • Excellent time management skills.
  • Must be self-motivated and able to work independently.
  • Ability to work collaboratively with families and professionals.
  • Work flexible hours as needed, including some evenings and weekends.
  • Ability to travel to conferences, meetings etc. as needed. (Including overnight travel)
  • Excellent verbal and written communications skills required.

Responsibilities

  • Provide overall leadership and direction for the VALOR initiative, including long-term vision, strategic planning, and statewide implementation.
  • Design and scale a Latino-led, culturally responsive model that strengthens systems accountability, leadership development, and community voice within California’s developmental services system.
  • Ensure VALOR aligns with DDS priorities, equity initiatives, and statewide systems-improvement efforts.
  • Lead the development and execution of VALOR’s core pillars, including statewide leadership development and advocacy training, structured systems-feedback mechanisms with Family Resource Centers, quarterly in-person statewide convenings and virtual learning sessions, and policy analysis and issue identification informed by community experience.
  • Oversee program timelines, deliverables, evaluation metrics, and reporting requirements.
  • Build and sustain collaborative relationships with California’s 47 Family Resource Centers, Regional Centers, community-based and advocacy organizations, and DDS leadership and staff.
  • Serve as a trusted liaison between community stakeholders and state systems to elevate community-driven insights and recommendations.
  • Facilitate cross-sector collaboration while maintaining clear role differentiation from existing advocacy organizations.
  • Coordinate structured systems-feedback processes that identify service gaps, disparities, and promising practices across regions.
  • Support policy development and systems-improvement conversations without engaging in direct lobbying unless authorized.
  • Translate community input into actionable recommendations for DDS and system partners.
  • Supervise program staff and consultants, including a Project Assistant and contracted partners.
  • Ensure compliance with organizational policies, grant requirements, and fiscal accountability standards.
  • Collaborate with fiscal and administrative staff to manage budgets, contracts, and reporting.
  • Lead program-level budget planning and monitoring in collaboration with organizational leadership.
  • Ensure timely and accurate grant deliverables, progress reports, and financial documentation.
  • Support sustainability planning, including identification of future funding opportunities.
  • Represent VALOR at statewide meetings, conferences, and public forums.
  • Collaborate with communications staff to ensure consistent, culturally responsive messaging.
  • Serve as a spokesperson for VALOR when appropriate.
  • Perform other related duties as assigned.
