About The Position

The Director of Licensing supports and helps lead a multidisciplinary engineering team focused on the SMR-300, Holtec’s flagship small modular reactor technology. This role sits within SMR LLC, a subsidiary of Holtec, and plays a critical leadership role in developing and executing the overall licensing strategy. Holtec is a global supplier of equipment and systems supporting nuclear, solar, geothermal, and fossil power generation sectors. The Director of Licensing will be responsible for overseeing all aspects of the SMR-300 licensing program, including regulatory strategy, license applications, topical reports, and direct engagement with the U.S. Nuclear Regulatory Commission (NRC). This individual will work cross-functionally across engineering, project leadership, and broader business units to ensure regulatory alignment and successful project execution.

Requirements

  • Bachelor’s degree in Engineering required
  • 10+ years of experience in the commercial or naval nuclear industry with strong licensing and engineering background
  • Strong familiarity with U.S. NRC regulations, processes, and licensing pathways
  • Proven experience managing complex regulatory programs and interactions
  • Excellent written and verbal communication skills with ability to convey technical concepts clearly
  • Strong leadership, collaboration, and problem-solving capabilities
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment
  • Detail-oriented with strong organizational skills
  • Professional presence with the ability to present to various levels of the organization
  • Willingness to travel approximately 10–20%

Responsibilities

  • Lead and execute the overall licensing strategy for SMR-300, including applications, topical reports, and regulatory engagement plans
  • Serve as the primary interface with the U.S. NRC, including Branch Chiefs, Project Managers, and technical staff
  • Oversee preparation, review, and approval of licensing correspondence and documentation
  • Collaborate with engineering, project management, and leadership teams to ensure alignment with licensing requirements
  • Provide technical guidance on licensing and regulatory matters throughout the project lifecycle
  • Develop and maintain documentation including licensing basis materials, reports, and project updates
  • Identify licensing risks and develop mitigation strategies to support successful project outcomes
  • Ensure compliance with NRC regulations, industry standards, and internal quality requirements
  • Support generation of permits, applications, and regulatory submissions for new nuclear plant development
  • Communicate project progress, risks, and key updates to internal stakeholders
