About The Position

This position serves as the Director of the Licensing Division and operates under a Senior/Executive Liaison Officer, exercising a high degree of independence. The role is responsible for directing the complex functions and processes of the licensing division, including the registration, permitting, and/or licensure for more than 6,675 firms and/or individuals across more than 47 license/endorsement types annually. Additionally, the conveyance element of the Life Safety licensure and the Amusement Attractions and Rides programs register are responsible for registering in excess of 10,000 devices (i.e., elevators, escalators, wheelchair lifts, and amusement rides) and assuring annual inspections are documented. This position oversees multiple occupational licensing programs.

Requirements

  • Seven years of experience in the issuance, maintenance, or reinstatement of licenses; OR Six years of full-time work experience in any field plus four years of experience in the issuance, maintenance, or reinstatement of licenses; OR A bachelor's degree plus four years of experience in the issuance, maintenance, or reinstatement of licenses; OR An advanced degree plus three years of experience in the issuance, maintenance, or reinstatement of licenses.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Plans, directs, and coordinates all licensing administrative functions of the licensing division.
  • Directs staff in all phases of registration, licensing, and permitting, which includes new application and renewal processes; modifications to existing licenses (changes in classifications, qualifying parties, and the addition of classifications and qualifying parties, etc.).
  • Provides direction and interpretation of all statutes, laws, and regulations that apply to OSFM personnel, firms, employees, contractors, permit offices, building officials, media, certified public accountants, public citizens, attorneys, senators, and representatives to ensure proper licensure.
  • Acts as liaison between OSFM investigators, contractors, attorney, and the Louisiana Division of Administrative Law (LDAL), etc., regarding licensing violation matters and hearings.
  • Directs training/seminars/workshops for the public covering licensure requirements.
  • Directs the records retention program for the OSFM licensing division, scanning, care, and preservation of documents in accordance with the Agency’s Records Retention Policy, and as approved by the Secretary of State.
