About The Position

This position is responsible for NCTD’s employee training and development programs, including but not limited to regulatory, safety, and technical training, and employee development programs (e.g., Leadership Academy). A key responsibility of this position is the management of NCTD’s learning management system and the upkeep of employee training records. This position may also oversee internship programs, employee recognition, and other organizational training and development functions and activities, as assigned. This position ensures that all training and development programs are conducted in accordance with all applicable federal, state, and local laws, rules, and regulations. This is a highly responsible position distinguished by its overall responsibility for the management of the training and development program/function to ensure that District-wide personnel and organizational development needs are fulfilled with the highest levels of service and support. Emphasis is placed upon successful and effective collaboration across the District to promote the ongoing development of a first-class training and development program. This position works closely with all Divisions within the District, interacting with staff at all levels. This position is designated as “at-will” in accordance with the NCTD Employee Handbook.

Requirements

  • Bachelor’s Degree in human resources, organizational development, instructional design, education, or related field required.
  • Minimum ten (10) years training and development oversight experience, in an industry governed by regulatory or similar requirements regarding employee training.
  • Minimum five (5) years of management and supervisory experience.
  • Possess and maintain a California driver’s license, Class C, and a satisfactory driving record with less than 6 points in the preceding 36-month period and no DUIs in the preceding 7 year period.
  • Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.
  • Must be able to become GCOR Qualified on NCTD owned railroad properties (after hire).
  • Must be able to become RWP Qualified on NCTD owned railroad properties (after hire).
  • Strong experience designing, developing, and delivering instructional materials for technical content.
  • Demonstrated knowledge of instructional design, adult learning theory and principles, organizational psychology, and change management required.
  • Ability to translate technical terminology and requirements into terms easily understood by non-technical individuals.
  • Demonstrated experience with publishing and tracking learning objectives in a learning management system (LMS).
  • Strong eLearning design and development skills.
  • Ability to manage ambiguous projects, identify and solve blockers and know when to escalate to keep the project moving forward.
  • Ability to create and maintain good working relationships with a diverse range of individuals through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public.
  • Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources.
  • Ability to interpret and apply local, state, federal, and industry rules and regulations accurately and effectively.
  • Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.
  • Ability to manage and maintain simultaneous, transitional, and emerging priorities.
  • Demonstrated proficiency in computer software programs including the Microsoft Office Suite.
  • Ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds on a periodic basis.
  • Ability to hear, see, and communicate verbally to exchange information.
  • Ability to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way.
  • Ability to walk, climb, balance, bend, carry, push, reach, sit, and stand.
  • Ability to operate a personal computer and Microsoft Office Suite programs.
  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone.
  • Ability to carry and operate a mobile on-call device.

Responsibilities

  • Leads the management and daily administration of the Training and Development program.
  • Responsible for the overall management and continuous improvement of NCTD’s learning management system.
  • Develops, implements, directs and/or oversees all training and employee development programs.
  • In collaboration with Division/Department subject matter experts, reviews existing training and development programs; suggests enhancements and modifications to improve engagement, learning, and retention and/or to meet the changing needs of department, the organization, or the industry.
  • Designs, develops, and improves transit operations training materials and lesson plans in response to specific requests for training and to maintain compliance with all rules and regulations. Also to include developing material/content for leadership development courses.
  • Ensures that training materials and programs are current, compliant, accurate, and effective.
  • Identifies opportunities such as operational changes or industry developments that training could improve.
  • Conducts or facilitates required and recommended training sessions including leadership development classes.
  • Collaborates with vendors and third-party training providers as needed to arrange employee registration for and participation in outside training programs.
  • Ensures that training milestones and goals are met while adhering to approved training and development budget.
  • Monitors, evaluates, analyzes, and reports on all learning and development program effectiveness, success, and return on investment.
  • Implement evaluation plans to foster employee engagement and continuous training improvements.
  • Deliver quarterly performance metrics for training and development and recommend and implement strategies to improve training program policies and procedures as needed.
  • Identifies, recommends, and implements internal policies, organizational structures, work processes, and management practices to improve the use of training and development programs throughout NCTD.
  • Keeps up with new developments and best practices in the training and development field for the purpose of developing and promoting the program team as well as implementing effective training methods.
  • Develops and implements department goals, objectives, policies, and priorities for staff and assigned area of responsibility.
  • Participates in the preparation of annual budget and multi-year projections.
  • Monitors expenses and recommends adjustments to achieve annual results within goals.
  • Hires, trains, supervises, reviews, disciplines, and terminates subordinate staff as needed and in accordance with District policy.
  • Perform other related duties as assigned.
