About The Position

The Director of Human Resources & Talent Management is a strategic member of Neighborhood House’s senior leadership team and is responsible for setting the organization’s people strategy, ensuring compliance with employment laws, and leading talent management systems that support a high-performing, values-driven organization. This role provides strategic oversight of human resources operations, employee relations, compliance, compensation and benefits governance, and talent development. The Director partners closely with the CEO, executive leadership, managers, and the Board to ensure that Neighborhood House’s human capital practices align with its mission, values, and long-term goals. Payroll execution is performed by the Finance team; the Director provides policy guidance, oversight, and approval as needed.

Requirements

  • Bachelor’s degree in human resources, business administration, or related field.
  • Ten or more years of progressive HR experience, including supervisory responsibilities.
  • Extensive knowledge of employment law and HR best practices.
  • Demonstrated experience in strategic planning, organizational development, and change management.

Responsibilities

  • Establish and lead short- and long-term human resources and talent management strategies aligned with organizational goals.
  • Serve as a strategic advisor to the CEO and senior leadership on workforce planning, organizational design, and people-related risk.
  • Develop and oversee the HR budget, and monitor expenditures for compensation, benefits, and HR programs.
  • Recommend and participate in developing organizational policies and procedures.
  • Represent Neighborhood House in Board-level discussions related to people strategy, DEI, and workforce issues, as appropriate.
  • Ensure organizational compliance with all applicable federal, state, and local employment laws and regulations.
  • Provide oversight and guidance related to FMLA, Minnesota Paid Family & Medical Leave, ADA accommodations, EEO, and related requirements.
  • Lead response to high-risk employee relations matters, investigations, and legal inquiries, in partnership with legal counsel as needed.
  • Ensure HR practices meet audit, regulatory, and internal control standards
  • Design and oversee performance management, leadership development, and talent development frameworks.
  • Partner with leaders to assess training and development needs and implement learning strategies that support staff growth.
  • Lead succession planning and workforce development initiatives.
  • Champion equity-centered, inclusive people practices that align with Neighborhood House’s mission and values.
  • Establish and maintain compensation philosophy, job architecture, and internal equity practices.
  • Oversee salary structures, classification decisions, and pay equity analyses.
  • Provide strategic oversight of employee benefit plans and broker relationships.
  • Review and approve compensation and benefit recommendations prior to implementation.
  • Provide leadership, direction, and coaching to the HR Generalist and HR Assistant.
  • Ensure HR operations are effective, consistent, and responsive to organizational needs.
  • Continuously assess and improve HR systems, processes, and service delivery.
