About The Position

Goodwill Industries of the Chesapeake is seeking an experienced Director of HR Services to provide hands-on leadership for employee relations, benefits administration, leave management, and training functions across the organization. Reporting directly to the Chief Human Resources Officer (CHRO), the Director of HR Services shares leadership of the HR department with the HR Operations Manager, with the Director leading employee relations, benefits and leave, and training, and the HR Operations Manager leading recruiting and HR operations. Together, they play a lead role in scaling HR support to meet the demands of GIC's continued growth. The ideal candidate combines strong HR expertise with practical leadership skills and thrives in a fast-paced, multi-site environment.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or related field required
  • Minimum 7 years of progressive HR experience with direct experience in employee relations and benefits administration required
  • 10 years of equivalent HR experience may be considered in lieu of above degree and experience requirements
  • Minimum 2 years of supervisory experience required
  • Experience administering or overseeing leave programs strongly preferred
  • Experience in a multi-site retail, nonprofit, healthcare, education, manufacturing, or similarly complex organization preferred
  • Strong knowledge of employment laws and regulations, including FMLA, ADA, Title VII, OSHA, NLRA, wage and hour laws, and related state employment regulations
  • Experience conducting workplace investigations and handling sensitive employee relations matters
  • Knowledge of benefits administration, leave management, COBRA, ACA, HIPAA, ERISA, and Maryland FAMLI requirements
  • Strong coaching and leadership skills with the ability to develop HR staff and advise managers
  • Ability to balance compliance requirements with practical business solutions
  • Excellent communication, presentation, and interpersonal skills
  • Strong analytical and problem-solving abilities with experience using HR data and metrics to drive decision-making
  • Ability to manage multiple priorities while maintaining accuracy and responsiveness
  • Advanced proficiency with Microsoft Office, HRIS systems, data analysis, and reporting tools
  • Valid driver's license required
  • Access to a personal vehicle required

Nice To Haves

  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred
  • Willingness to obtain certification within one year of employment if not currently certified

Responsibilities

  • Lead, coach, and develop the Benefits Specialist, Employee Relations Specialist, and Retail Training Specialist, providing performance management, guidance, and professional development
  • Serve as the escalation point for complex employee relations matters, workplace investigations, performance issues, and corrective actions
  • Provide oversight and compliance support for benefits administration and leave programs, including FMLA, Maryland FAMLI, ADA accommodations, disability leave, and related programs
  • Support benefits administration activities, including open enrollment, carrier issue resolution, employee education, and regulatory compliance
  • Direct the development and delivery of leadership, supervisory, onboarding, and retail training programs
  • Design and facilitate manager training on performance management, attendance, disciplinary procedures, policy administration, and other HR topics
  • Partner with HR leadership to ensure consistent HR practices, communication, and policy implementation across all locations
  • Review, develop, and update HR policies and procedures to ensure legal compliance and operational effectiveness
  • Monitor employee relations trends, workplace compliance risks, and organizational metrics, recommending proactive solutions and improvements
  • Support workforce planning and organizational growth initiatives, including new locations and staffing readiness
  • Analyze employee relations, turnover, benefits, leave, and training data and develop recommendations for improvement
  • Prepare and manage reports, budgets, compliance filings, and workforce analytics
  • Complete required reporting including EEO-1, VETS reporting, and other federal and state compliance requirements
  • Support CARF accreditation readiness and ongoing compliance efforts
  • Ensure compliance with employment laws, workplace postings, and regulatory requirements
  • Perform other duties as assigned
