About The Position

The Director of HRIS serves as the University's strategic and technical leader for human resources information systems, ensuring HR technology effectively supports ETSU's institutional mission, operational needs, and long-term strategic priorities. This role provides oversight and direction for the design, optimization, and governance of HR technology platforms with a primary focus on Oracle Cloud HCM. The Director of HRIS provides expertise in HR processes, data governance, and enterprise systems to ensure data integrity, regulatory compliance, and the delivery of meaningful workforce analytics. Acting as a critical liaison between HR subject matter experts and IT partners, this role translates complex business requirements into clearly defined, well-documented system solutions that are effectively implemented and sustained. Working collaboratively with Finance, Information Technology, and campus leadership, the Director of HRIS drives continuous improvement, system integration, and enterprise alignment, leveraging technology to enhance decision-making, operational efficiency, and the overall employee experience across the University.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Information Systems, or a related field and five to seven (5-7) years of progressively responsible experience in HRIS or HR technology functions, including at least two (2) years of supervisory or team leadership experience.
  • An equivalent combination of education and work experience.
  • In-depth knowledge of HR processes, HR compliance considerations, and enterprise HR technology environments.
  • Ability to lead complex, cross-functional initiatives, influence diverse stakeholders, and align technology solutions with institutional priorities.
  • Strong communication skills, including the ability to translate technical concepts for non-technical audiences and articulate business requirements to technical teams.
  • Strong analytical and problem-solving skills with the ability to evaluate system issues, assess data integrity, and recommend sustainable solutions.
  • Experience supporting or leading HR technology systems within a complex enterprise environment.
  • Experience partnering with Information Technology and functional stakeholders to implement, enhance, and support HR systems.
  • Experience managing cross-functional initiatives related to HR systems, process improvement, or organizational change.
  • Working knowledge of HR data governance, system controls, and compliance considerations impacting HR technology.
  • Experience supporting HRIS functions in a higher education, healthcare, or public sector environment.
  • Experience with Oracle Cloud Fusion, particularly the HCM module.
  • Familiarity with system integrations, reporting environments, and database concepts (e.g., APIs, file feeds, SQL).
  • Experience with workforce analytics, dashboards, or data visualization tools.
  • Exposure to emerging technologies such as AI-enabled tools or automation platforms used in HR or enterprise systems.
