About The Position

Reporting to the Executive Director, the Director of Housing and Infrastructure provides strategic, technical, and operational leadership for AMC’s housing and infrastructure, advancing First Nations-led housing transformation and systems in Manitoba through program delivery, governance development, and institutional strengthening. The incumbent plans, budgets, organizes, implements, reports on, and oversees housing and infrastructure projects on time, while providing technical expertise, strategic direction, and managerial leadership.

Requirements

Bachelor’s degree in social work, public administration, housing, urban studies, or a related field
Minimum of 5 years of experience in project development and business relations related to housing, infrastructure, and social housing
At least 2 years of supervisory or management experience
Strong knowledge of affordable housing systems, regulations, and best practices
Excellent organizational, communication, and leadership skills
Experience working with First Nations throughout Manitoba.
Comprehensive understanding of First Nation housing and awareness of social, economic, and political trends affecting the provision of housing.
Solid knowledge of housing finance, planning, delivery, administration, portfolio management and project maintenance systems, and ability to analyze, reason and work within complex frameworks, and knowledge of CMHC housing programs and services available to develop affordable housing for First Nations throughout Manitoba.
Knowledge and/or experience of statistical methods, techniques, and information to develop analytical frameworks.
Knowledge of First Nations/Indigenous research methods and procedures.
Knowledge of First Nations, culture, history, treaty, and inherent rights.
Knowledge and understanding of the Assembly of Manitoba Chiefs, and of First Nations and First Nations organizations in Manitoba.
Demonstrated ability to provide analytical support while managing multiple projects and deadlines.
Excellent interpersonal skills and ability to work cooperatively as a part of an interdisciplinary team of professionals.
Established track record of working effectively with First Nations individuals, communities, and traditional knowledge systems.
Proficient in using Microsoft Office - Word, Excel, PowerPoint, and Outlook.
Adhere to AMC policies and procedures with specific attention to attendance and professional ethics.
Satisfactory Criminal Record Check, Clear Child Abuse Checks.
Possess a valid class 5 driver’s license and vehicle.
Must be able to work flexible hours and be able to travel upon request.

Nice To Haves

Knowledge of First Nations culture & fluency in a First Nations language would be an asset.

Responsibilities

Oversee project planning, including organizational structures, roles, and long-term operational capacity.
Ensure alignment between leadership direction and project implementation.
Support the advancement of First Nations–led housing systems and service delivery models.
Work with First Nations to identify priorities, capacity needs, and readiness.
Promote culturally appropriate, First Nations-driven approaches to housing development.
Oversee the development, implementation, and ongoing management of housing projects while identifying and mitigating program and operational risks.
Develop and monitor incoming and ongoing projects, including meeting deadlines, deliverables, and timelines, while ensuring best practices.
Analyze program outcomes and implement improvements as needed.
Ensure compliance with provincial, federal and municipal housing regulations.
Maintain adherence to funder requirements, contracts, and reporting deadlines.
Develop and manage various budgets in collaboration with leadership and finance staff
Monitor expenses, approve expenditures, and ensure cost-effective operations.
Support grant budgeting, reporting, and renewal processes.
Build and maintain relationships with landlords, developers, service providers, and government agencies.
Represent the AMC at various housing meetings, coalitions, public forums, regional and national tables, as directed.
Build and maintain strong relationships with First Nations leadership, housing managers, and stakeholders.
Advocate for housing stability and equitable access to housing resources.
Contribute to organizational strategic planning related to housing services.
Identify opportunities for program growth, innovation, and funding, including supporting grant writing, funding proposals, and program narratives.
Prepare and present reports, briefing materials, strategic updates, and recommendations to AMC Chiefs Committee, Executive Council of Chiefs, and Chiefs-in-Assembly.
