About The Position

The Director of Housing and Care Management provides strategic and operational oversight of housing management services for individuals experiencing behavioral health challenges, including co-occurring disorders. This role leads the Care Management team and Property Management to deliver person-centered, Housing First not housing only aligned services that support housing stability, recovery, and independent living. Provides operational oversight of housing and care management programs, including Permanent Supportive Housing, transitional housing, and other subsidized housing models. Ensure implementation of evidence-based practices, including trauma-informed care, motivational interviewing, harm reduction, and person-centered service planning. Oversee Property Management and collaborate to address tenancy issues, lease compliance, and housing retention. Monitor documentation, billing, and reporting to ensure compliance with Medicaid, funders, and regulatory requirements (including WAC). Run and review reports to ensure timely, accurate data entry and data integrity in HMIS/EHR systems. Use data to monitor program performance, including housing stability, service engagement, and outcomes. Lead quality assurance and continuous improvement efforts, including chart audits and staff coaching. Assist in the supervision, recruitment, training, and evaluation of staff in alignment with policies and organizational expectations. Ensure understanding and application of landlord-tenant laws, housing contracts, and subsidized housing requirements. Develop and manage program budgets and resources to support effective service delivery. Coordinate with internal teams and community partners to support integrated service delivery across housing, behavioral health, and medical systems. Other duties as assigned.

Requirements

  • Bachelor's degree required.
  • Minimum of 5 years of supervisory/management experience.
  • Experience in housing programs, including Permanent Supportive Housing, subsidized housing, transitional housing and affordable housing.
  • Knowledge of Housing First principles, Medicaid, and contract management and funder reporting requirements.
  • Experience with HMIS, EHR systems, and data integrity practices.
  • Knowledge of behavioral health, recovery services, and trauma-informed care.
  • Familiarity with WAC regulations and contract compliance requirements.
  • Strong organizational and leadership skills with ability to manage multiple priorities.
  • Ability to collaborate effectively with internal teams and external partners.
  • Valid Washington State driver's license and reliable transportation.

Nice To Haves

  • Master's degree in social work, Public Health, Behavioral Health, or related field.
  • LICSW, LMHC, or other relevant clinical credentials (or ability to obtain).
  • Experience managing multi-state housing programs and interdisciplinary teams.
  • Strong experience with HMI, Avatar, or other data systems used for performance reporting.
  • Experience with grant-funded programs, contract management, and compliance reporting.
  • Experience serving high-acuity populations, including chronic homelessness and co-occurring disorders.
  • Knowledge of coordinated entry systems and regional housing resources.
  • Bilingual or multicultural experience working with diverse and underserved populations.
