About The Position

The Green Mountain Care Board is seeking a Director of Health Systems Finances to join its leadership team. This role involves designing, preparing, and presenting financial analyses of Vermont's health system to inform policy and decision-making for Board Members, state legislators, and stakeholders. The position will oversee the Board's health systems regulatory work and manage a team of finance and data professionals. This is a managerial, planning, and operations role at the executive level, responsible for hospital reporting, budgeting, and financial analysis, as well as insurance premium rate review and its impact on the Vermont healthcare system. It includes acting as the Executive Director's designee for insurance premium rate review and hospital healthcare operations, improvement, and compliance. The role requires extensive interaction with various stakeholders and supervision of professional, technical, and clerical staff, including actuaries. Duties are performed independently, reporting to the Executive Director and/or the Board Chair.

Requirements

  • Bachelor’s degree or higher in accounting, finance, statistics, economics, business administration, or related field.
  • Five (5) years or more of experience with accounting, budgeting, fiscal auditing or analysis, or related field that includes experience managing a major fiscal program or operations.
  • OR Seven (7) years or more of experience with accounting, budgeting, fiscal auditing or analysis, or related field that includes experience managing programs, funding sources, or staff.

Nice To Haves

  • Master’s degree in relevant field.
  • Supervisory experience.
  • Experience working with Accountable Care Organization operations or CMS All Payer Model agreement(s).
  • Experience working with regulatory boards under Vermont’s Open Meeting Law.
  • Experience with hospital budgets or insurance premium rate development or review.

Responsibilities

  • Design, prepare, and present financial analyses of Vermont's health system.
  • Inform regulatory policy and decision-making for Board Members, state legislators, and stakeholders.
  • Oversee the Board's health systems regulatory work.
  • Manage a team of finance and data professionals.
  • Manage hospital reporting, budgeting, and analyses of hospital operations.
  • Manage insurance premium rate review, including its effects on the Vermont healthcare system.
  • Act as the Executive Director's designee in aspects of insurance premium rate review and hospital health care operations, improvement, and compliance activities.
  • Interact extensively with Board Members, Division Directors, the Vermont Association of Hospitals and Health Systems, providers, provider advocates, and the public.
  • Supervise professional, technical, and clerical employees and contractors, including actuaries.
  • Attend public meetings and hearings.
  • Testify before the Legislature and the Board.
  • Work individually with five Board members on requests and proposals.
