About The Position

The Director of Grants and Fiscal Compliance is a key leadership position tasked with overseeing the coordination, compliance, and records management of a range of state and federal grant programs. This includes, but is not limited to, federal Title programs, the Learning Assistance Program (LAP), the City of Seattle Families, Education, Preschool, & Promise Levy (FEPP), and other city, state, and federal grants. The role ensures that the district’s utilization of State and Federal funds adheres to all regulatory requirements while strategically advancing the district’s goals and objectives.

Requirements

  • Seven (7) years of experience in a large, public agency, including grants management and governmental relations experience
  • Master's degree in business, education administration, public administration or planning or a closely related field or Bachelor’s Degree with two years additional qualifying experience; or an equivalent combination of education and experience.
  • Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities to perform the work will be considered.
  • Criminal Justice fingerprinting and background check
  • OMB Circular A-87 and A-133.
  • Aware of PreK-12 education and funding issues.
  • Knowledge of Federal Title I, Part A regulations.
  • Familiarity with state Learning Assistance Program regulations.
  • Cognizant of local and state political issues, policies and procedures.
  • Competent in the use of all programs in Microsoft Office.

Responsibilities

  • Creates and maintains a systematic process to review and enforce compliance guidelines, including proper use of funds as specified by OMB Circulars A-87 and A-133.
  • Oversees grant-funded programs to ensure they adhere to relevant laws and regulations set by the funding agency. Reports any potential or actual compliance violations to the appropriate district leadership. Assists building principals in correcting potential compliance violations.
  • Collaborates with district leadership to decide how federal and state Title I, Part A and LAP grant funds are allocated to schools.
  • Takes part in the annual review and approval process for school budget proposals.
  • Oversees and coordinates the district’s activities related to procuring and maintaining grants.
  • Works with district staff, state agency representatives, and peers from other districts to identify and implement effective services and programs aligned to district initiatives.
  • Utilizes procedural guidelines, memoranda, and regulatory interpretations from OSPI, the General Counsel's Office, and the Student Services Office.
  • Maintains knowledge of legislation, regulations, policies, and procedures affecting the financial management of grants in the District.
  • Makes sure that the district’s services for private schools funded by federal and state grants comply with regulations.
  • Offers training and assistance to district and school leaders to ensure they comply with grant requirements.
  • Helps schools align their resources with district initiatives aimed at improving student learning.
  • Leads a team of consulting teachers who provide continuous training and support to program managers, school leaders, and district staff on grant management and compliance.
  • Works with the Assistant Superintendent of Finance and other senior leaders to ensure resource alignment with strategic initiatives and develop mid- and long-term sustainability plans.
  • Consults with District leadership and staff within the academic, business, and operations organizations to ensure fiscal and program compliance.
  • Communicates and coordinates with potential funders on grant application process.
  • Participates in discussions and planning for programs having District-wide impact, such as the Families, Education, Preschool, & Promise Levy (FEPP) and competitive state and federal programs.
  • Coordinates with senior leadership, acting as a first level point of contact for the District with outside private and public funders, including units of government and private foundations.
  • Interprets and analyzes fiscal impact of existing and proposed state and federal laws on District revenues and expenditures.
  • Manages, supervises and evaluates professional and support staff.
  • Manages program budget to assure compliance with appropriate funding sources and District regulations.
  • Monitors expenditures and implements fiscal control measures.
  • Serves on ad hoc committees and task forces as required and requested by senior leadership.
  • May perform related duties consistent with the scope and intent of the position.
  • Represents District at national, statewide, or regional conferences as necessary.
