About The Position

Directs and oversees all operational functions of the department and administers applicable internal controls to safeguard County assets. Ensures statutory compliance with various laws, policies and procedures, adhering to generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements, ensuring budgetary compliance with adopted budgets. Manages exempt and non-exempt staff.

Requirements

  • Bachelor's degree from an accredited college or university in Accounting, Finance or in a job-related field of study.
  • Six (6) years of work-related experience in a public sector, including two (2) years of management-related experience.
  • Skilled in the use of standard software applications.
  • Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public.
  • Ability to exercise sound judgement, flexibility, initiative and commitment in an environment of rapid change.
  • Knowledge of Texas State statutes.

Nice To Haves

  • Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) preferred.

Responsibilities

  • Directs and manages the operational functions of the department (grants, financial audit, accounts payable, payroll) to execute necessary financial transactions for County business.
  • Establishes, monitors, and enforces internal controls.
  • Monitors and assesses procedures within the department as well as various County departments to ensure compliance with financial accounting principles.
  • Participates in special projects including special reports, training, annual budget preparations, etc.
  • Oversees the timely month-end and year-end closing process of all accrues, receivables, and payables; assists in the preparation of the annual financial report.
  • Trains and directs secondary managers and supervisors in the management and supervision of their assigned operational areas; delegates, reviews and approves personnel actions to ensure compliance with state, federal, County and departmental policies and procedures.
  • Performs other duties as assigned.
