About The Position

The Accounting and Finance director will oversee all aspects of Winnebago Comprehensive Healthcare Systems finance operations and reports directly to the Chief Financial Officer. The successful candidate will lead and develop an internal team to support the financial operations of an expanding healthcare system. They will ensure accounting systems are GAAP compliant, audit ready and drive strategic decision making and support operations as the Winnebago Comprehensive Healthcare System (WCHS) continues to enhance its quality of programs. This is a tremendous opportunity to be part of a growing healthcare system and has a direct succession plan to the CFO position.

Requirements

  • Four-year degree from an accredited college or university in accounting, financial management, healthcare management, or business administration with a concentration in accounting or financial management.
  • Five to seven years of progressive healthcare accounting experience required. Experience in hospital fiscal management required. Personnel management experience required.
  • Exceptionally skilled in Excel and proficient in all other Microsoft Office programs.
  • Knowledge and understanding of fiscal management including analysis, budgeting, forecasting, and identification of cost centers.
  • Ability to communicate clearly and persuasively.
  • Ability to problem-solve identified issues within the organization. Must be able to recognize shortcomings and effectively carry out solutions.
  • Ability to manage projects from the conceptual stage through completion.
  • Ability to operate computers and office management software required.
  • Must possess the ability to read, write, and speak the English language fluently.
  • Must be able to employ professional verbal and written communications skills continually and effectively.

Nice To Haves

  • CPA, MBA, CMA, CGFM, or similar certification preferred but not required, equivalent experience may be considered.
  • Experience in Tribal and/or Indian Health Service fiscal management is a plus.
  • Knowledge of federal, state, and local funding and grant requirements as well as familiarity with community resources preferred.
  • Knowledge of the Self-Determination and Educational Assistance Act (93-638 as amended) preferred.
  • Knowledge of grant management best practices preferred.
  • Knowledge of relevant tribal, state, and federal law preferred.

Responsibilities

  • Demonstrate the WCHS’s core mission, vision, and values.
  • Develops and implements strong internal controls and procedures and works closely with external auditors to produce clean audits.
  • Streamlines systems for best-in-class operations and documents processes and policies.
  • Creates monthly reports for dissemination to internal leaders. Streamlines monthly meetings with internal leaders to grow understanding.
  • Ensures general ledger is accurate and trial balance is continually audit ready.
  • Champion the continuous improvement finance, payroll, accounting and grants managements departments, reporting processes and deliverables.
  • Prepares the WCHS’s annual budget, including participation in monthly budget reviews with department managers.
  • Supervises budget accountants, payroll and specialists to identify and correct variances and reporting in a timely manner.
  • Supervises Finance Manager and creates learning environment for manager and staff in succession planning.
  • Oversees and maintains the WCHS’s various program grant budgets. Ensures federal, state, tribal and other awards and tasks are budgeted and spent in accordance with the specified terms and conditions. Ensures grant drawdowns are accurate and timely through Federal Payment Management System and other payment systems as required.
  • Prepares and provides data for monthly, quarterly, and annual and ad hoc reporting.
  • Directs annual and programmatic audits.
  • Performs other duties as assigned.
