About The Position

Direct and manage the district’s federal and state programs to ensure compliance with all applicable laws, regulations, and guidelines, including oversight of extended-day and afterschool programming. Provide leadership in the planning, implementation, monitoring, and evaluation of programs and grants funded through federal and state sources. Ensure alignment of funding, Campus Improvement Plans (CIPs), district goals, instructional priorities, and student outcomes.

Requirements

Master’s degree in Education, Educational Leadership, Public Administration, or related field
Texas Mid-Management or Principal Certification (preferred)
Non-refundable fingerprinting fee (approximately $50.00) paid by the employee
Minimum of 5 years of experience in public education
Administrator experience preferred
Experience with federal and state program administration (e.g., Title programs, ESSA)
Demonstrated experience in grant writing, management, and compliance
Experience supporting Campus Improvement Plans and data-driven instruction
Extensive knowledge of federal and state education laws, including ESSA and TEA guidelines
Expertise in grant writing, budgeting, and fiscal compliance
Strong understanding of Campus Improvement Plans (CIPs) and District Improvement Plans (DIPs)
Ability to align funding sources with campus goals, strategies, and student performance outcomes
Knowledge of formative and summative assessment practices and data analysis
Strong organizational, communication, and leadership skills
Ability to collaborate effectively with campus and district leadership
Proficiency in program evaluation and continuous improvement processes
Strategic thinking and systems alignment
Strong attention to detail and compliance
Ability to manage multiple projects and deadlines
Commitment to access and closing achievement gaps

Responsibilities

Direct the development, implementation, and evaluation of all federal and state programs
Ensure compliance with federal, state, and local policies, including grant requirements
Monitor program effectiveness and implement continuous improvement processes
Serve as the district liaison with the Texas Education Agency (TEA) and other governing bodies
Promote family and community engagement by fostering strong partnerships with campuses, families, stakeholders, and community organizations to support student outcomes and district initiatives
Lead the development and submission of competitive and formula grants
Oversee grant budgets, expenditures, amendments, and reporting
Ensure funds are used in alignment with grant intent and district priorities
Provide training and support to campuses on allowable use of funds
Support campuses in the development and implementation of Campus Improvement Plans (CIPs)
Ensure alignment between CIPs, District Improvement Plan (DIP), and funding sources
Guide campuses in setting measurable goals, evidence-based strategies, and progress monitoring systems
Ensure integration of formative assessments to monitor student progress and inform instruction
Oversee the implementation and compliance of afterschool program grants
Ensure afterschool programming aligns with district and campus goals, including academic support and enrichment
Monitor program quality, attendance, and student outcomes
Manage grant budgets, staffing, and reporting requirements specific to grant expectations
Ensure enrichment activities support student engagement, academic growth, and whole-child development
Facilitate partnerships with community organizations to enhance program offerings
Collaborate with Division of Academics to analyze student performance data
Use data to evaluate program effectiveness and guide resource allocation
Support campuses in using formative and benchmark assessment data to adjust formative checks and goals
Provide professional development to campus leaders and staff on federal/state program requirements
Work collaboratively with Division of Academics, special programs, finance, and school leadership teams
Build capacity of campus administrators to effectively manage and monitor funded programs
Collaborate with the business office to ensure accurate budgeting, coding, and reporting of funds
Monitor expenditures to ensure compliance and prevent supplanting
Conduct internal audits and program reviews
Conduct regular program evaluations and site visits to campuses
Ensure documentation and evidence are maintained for audits and compliance reviews
Prepare required reports for state and federal agencies
Monitor and support the effectiveness of the Family and Community Engagement Specialist and parent liaisons in implementing engagement initiatives aligned to program goals
