Director of Programs and Services

About The Position

Oversee the programs and services department, policies, regulations and staff. ­­­­­­­­­­­­­­­­ ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.  Develop, establish and implement a framework of policies and practices for the programs and services department. Lead compliance, reporting, relationships, and writing of government grants. Monitor performance, reporting, and adherence to all contracts. Prepare, maintain, and report on department budgets in coordination with Director of Finance and Administration. Review scheduled billing and approve reimbursement requests. Development of all staff responsibilities, awareness of performance, and interjection and redirection when necessary. Participate with and support advancement department in pursuit of private fundraising. Network and coordinate with community members related to programs and services provided. Lead the utilization of the Homeless Management Information System (HMIS) to track program efficacy and identify gaps in service delivery. Represent the organization at CoC board meetings, planning committees, and local government task forces to influence regional housing policy. Monitor local, state, and federal legislative changes regarding housing policy and funding streams. Implement strategies to address staff burnout and secondary traumatic stress within the programs team. Assures all work performed is done in accordance with OSHA safety standards and those established by Anawim Housing, including Fair Housing Act compliance and Landlord-Tenant Law. Assures that all work performed meets Anawim Housing’s standards for customer service, accuracy, quality and efficiency. Establish and maintain an effective working relationship with employees, vendors, clients, tenants, equity partners and the financing authority. Assures fair and consistent treatment of all Programs & Services employees and that all employees comply with Anawim Housing policies and procedures. Other duties as assigned.

Requirements

  • Bachelor’s degree required, masters preferred, in a field related to position
  • Prefer at least 5 years in behavioral health or human services, prefer case management experience.
  • Prefer at least 5 years in a management role, including experience with federal funding and budget oversight.
  • Proven expertise in HMIS and 24 CFR 578 (Continuum of Care) and specific HUD program regulations.
  • Proficiency with the computer and other office equipment is essential.
  • Requires excellent verbal communication and writing skills.
  • Positive interpersonal skills are essential in dealing with the outside public as well as internal staff.
  • Creative thinking and good organizational skills.
  • Valid driver’s license, car insurance and good driving record.
