About The Position

The Director of Facilities Operations provides strategic leadership, operational oversight, and tactical management for all Elmcor physical properties, community spaces, and housing developments. This role ensures that all facilities are safe, compliant, structurally sound, and optimized to support Elmcor’s vital community and residential programming. The Director will manage facility budgets, oversee maintenance supervisors and custodial teams, oversee maintenance vendors, spearhead capital improvement projects, and ensure strict adherence to local, state, and federal regulatory standards.

Requirements

  • Minimum of 5–7 years of progressive experience in facilities management, property operations, or construction management, preferably within a multi-service non-profit organization or affordable housing network.
  • Bachelor’s degree in Business Administration, Engineering, Facilities Management, or a related field preferred (equivalent hands-on management experience will be considered and Certification in Facilities Management).
  • Deep understanding of commercial and residential building systems (HVAC, electrical, plumbing, fire suppression, and building automation systems).
  • Strong working knowledge of local building codes, HPD, HUD, OSHA standards, and environmental health regulations.
  • Exceptional project management, budget oversight, contract negotiation, and interpersonal communication skills.
  • Proven track record of leading diverse, hands-on teams.
  • Demonstrates flexibility and adaptability by responding effectively to changing priorities, schedules, and additional responsibilities while exercising sound judgment in escalating issues when appropriate.
  • Maintains strong organizational and time-management skills, prioritizing tasks, meeting deadlines, achieving productivity goals, and ensuring compliance with agency policies and audit requirements.
  • Exhibits professionalism through reliable attendance, punctuality, continuous skill development, and openness to feedback from supervisors and colleagues.

Responsibilities

  • Provide strategic leadership and oversight of all Elmcor facilities, ensuring efficient operations, preventative maintenance, asset preservation, and effective work order management across community, office, and residential properties.
  • Supervise, mentor, and evaluate maintenance and custodial staff while fostering a culture of accountability, safety, responsiveness, and high-quality service delivery.
  • Lead capital improvement projects, space planning initiatives, and facility renovations, managing project timelines, budgets, contractor performance, and quality standards from planning through completion.
  • Ensure compliance with all applicable building, housing, fire, OSHA, and funding-source regulations by coordinating inspections, resolving violations, and maintaining emergency preparedness protocols.
  • Develop and manage departmental operating, maintenance, and capital budgets while overseeing procurement processes to maximize cost efficiency and resource stewardship.
  • Manage vendor relationships, contracts, and service agreements, including RFPs, bid evaluations, performance monitoring, compliance tracking, and coordination of maintenance and repair services across all agency properties.
