About The Position

This role provides daily direction, supervision, and annual written performance evaluations for maintenance staff, with input from principals. The Director represents the Superintendent in matters of safety, project inspection, and building compliance with regulations. They advise the Director of Financial Operations on acquiring necessary materials, supplies, and equipment, obtaining quotations, and ensuring timely delivery. The position involves preparing, reviewing, and controlling budgets for facilities equipment, cleaning supplies, and building materials for cost-effectiveness, and preparing financial projections for budget analysis. Responsibilities include monitoring energy usage, managing resources for efficient facility operation, and developing and maintaining comprehensive custodial and maintenance programs, directing and monitoring progress through completion. The Director provides monthly and annual reports on project activities to the Administrative Council and School Committee. They coordinate a system-wide process for inventory control, incorporating annual modifications to maintain appropriate levels and effective use of supplies. The role involves developing capital improvement plans for all school facilities based on input from the Administrative Council and SIT teams, maintaining updated records, and advising the Superintendent and School Committee on construction and renovation needs. Grant applications for capital improvement projects, cost/benefit analyses of building projects, grant administration, and financial reporting in coordination with the Director of Financial Operations are also key duties. The Director prepares project specifications, screens bidders, conducts follow-up evaluations, and recommends bidders for approval. They serve as supervisor for all maintenance projects completed by outside contractors, conducting final inspections before payment. Coordination of all construction-related activities with principals to ensure minimal disruption to the educational program is essential. Compliance with federal, state, and local codes and regulations concerning safety, including fire inspection, OSHA, personal liability, air and water quality, handicap access, and asbestos monitoring and removal, is required through the preparation of necessary reporting documentation. Ongoing maintenance records for all school equipment are maintained, ensuring scheduled preventive maintenance. Resource management is coordinated with the Director of Financial Operations for cost-effective project execution. Oversight of the transportation system is included, along with performing other duties as required by the Superintendent.

Requirements

  • Working knowledge of building trades and construction techniques.
  • Familiarity with federal, state, and local regulations concerning the proper care and protection of public school buildings.
  • College education.
  • 6-10 years of construction technology, HVAC, or facilities, operations, and management experience.
  • Ability to use conceptual and/or abstract thinking.
  • Ability to articulate ideas in written reports, oral presentations, operating budgets, and recommendations.
  • Demonstrated leadership ability within an organization requiring evaluation, supervision and management of personnel.
  • Must be licensed, certified or certifiable in areas such as asbestos monitoring and compliance planning, environmental quality control or building technology.
  • Demonstrated successful interpersonal skills to interact positively with various vendors in supervising the purchasing or providing of services, materials, equipment, construction, or renovation which is in the best interest of the school district.
  • Physical observation of maintenance and custodial staff in all facilities during the school day as well as during second shifts, weekends, and holidays when and where workers and vendors are providing services to the school district.
  • Expectations of on-site supervision will be at the direction of the Superintendent and may include as much as an entire shift at multiple locations.

Responsibilities

  • Provides daily direction, supervision and annual written performance evaluation for each maintenance staff member with appropriate input from the principals.

  • Advises the Director of Financial Operations in the acquisition of materials, supplies and equipment necessary for the operation of the school district by obtaining quotations and assuring complete delivery of materials in a timely manner.
  • Prepares, reviews, and controls budget for facilities equipment, cleaning supplies, and building materials to ensure cost effectiveness.
  • Prepares financial projections for expenditures to assist in the analysis of the budget.
  • Monitors energy usage and manages resources to ensure efficient operation of all school facilities.
  • Develops and maintains a comprehensive program of custodial and maintenance work to be accomplished.
  • Directs and monitors progress through completion.
  • Provides the Administrative Council and School Committee with monthly and annual reports on project activities.
  • Coordinates the establishment of a system-wide process for inventory control with the Administrative Council and incorporates modifications to the program on an annual basis to maintain appropriate levels and effective use of supplies.
  • Develops the capital improvement plans for all school department facilities based on input from the Administrative Council and SIT teams from each building, maintains ongoing records to ensure the plan is updated and new projects are included and advises the Superintendent and the School Committee of construction and renovation needs.
  • Completes grant applications for funding of school capital improvement projects, prepares cost/benefit analyses of building projects, administers grants and prepares financial reports in coordination with the Director of Financial Operations.
  • Prepares project specifications based on needs and available funds, screens all bidders, conducts follow-up evaluation, and recommends bidders to the Superintendent for School Committee approval.
  • Serves as the supervisor for all maintenance projects completed by outside contractors and conducts a final inspection before payment.

  • Performs other tasks and duties as may be required by the Superintendent.
