About The Position

The Vermont Department of Public Service (PSD) is seeking an accomplished and strategic leader to serve as Director of Efficiency and Energy Resources. This is a senior executive role at the forefront of Vermont's clean energy future. This is a high-impact leadership position responsible for shaping the policies and programs that will define Vermont's energy efficiency landscape for years to come. The Director serves as the Department's principal expert on energy efficiency and clean energy matters, driving specialized analysis and leading policy development and implementation across a dynamic portfolio of regulatory, legislative, and programmatic work. Reporting directly to the Commissioner of the Department of Public Service, the Director plays a pivotal role in Vermont's energy policy ecosystem, providing authoritative written and oral testimony before the Public Utility Commission, influencing regulatory outcomes, and ensuring ratepayer benefits are at the forefront of energy decision-making.

Requirements

  • Advanced degree in environmental or energy studies, economics, public policy, public administration, or business AND four (4) or more years of experience involving the management, analysis and/or development of energy programs.
  • Bachelor's degree in environmental or energy studies, economics, public policy, public administration, or business AND eight (8) years of experience involving the management, analysis and/or development of energy programs.
  • Deep expertise in energy efficiency policy.
  • Track record of leadership in complex regulatory or governmental environments.
  • Ability to think strategically.
  • Ability to communicate persuasively.
  • Ability to thrive at the intersection of technical analysis and public policy.
  • Comfortable presenting before a regulatory commission.
  • Comfortable mentoring a team of analysts.

Responsibilities

  • Lead policy development and implementation for present and future energy efficiency and clean energy initiatives under Public Utility Commission review, inquiry, or decision.
  • Provide executive oversight of Energy Efficiency and Distributed Utility energy efficiency programs and funds, ensuring effective resource management and accountability.
  • Represent the Department before the Public Utility Commission, delivering expert testimony and strategic guidance.
  • Engage directly with legislative processes, translating complex energy policy into actionable outcomes.
  • Supervise and inspire a team of professionals committed to Vermont's clean energy goals.
