About The Position

The Director of Continuum of Care (CoC) Planning reports to the Deputy Director and is responsible for implementing systems that enable the Office of Homeless Services (OHS) to perform its role as Collaborative Applicant for the U.S. Department of Housing and Urban Development’s Continuum of Care Program. The position also supports citywide planning efforts to make homelessness rare, brief, and non-recurring. The CoC promotes community-wide commitment to ending homelessness, funds efforts to quickly rehouse people while minimizing trauma and dislocation, promotes access to mainstream programs, and supports self-sufficiency among people experiencing homelessness. The Director coordinates planning activities under the HUD CoC Program Interim Rule, with a focus on developing a community-wide plan, preparing the HUD CoC Notice of Funding Availability (NOFA), and supporting CoC governance. The role helps OHS staff understand CoC Program regulatory requirements and their effects on systemwide policies, including the local Coordinated Entry System. In collaboration with OHS, community partners, and HUD-funded agencies, the Director advances the distribution and effective management of federal funds and ensures stakeholder input into CoC planning and policies. The position manages the CoC Planning Unit, supervises two program managers and a youth system coordinator, and supports staff development. It works with OHS leadership, service providers, community partners, and people with lived experience of homelessness to use regulations, trends, best practices, and performance data to develop and monitor strategies for an effective, trauma-informed, person-centered homeless assistance system.
