About The Position

The Director of Capital Projects and Planning is responsible for the planning, implementation, and budgeting of the district’s long-term capital plan. This position has primary responsibility in the development and upkeep of the District’s long-term capital infrastructure plan and will be expected to work closely with a wide variety of stakeholders and constituents in managing this plan. The Director of Capital Projects and Planning reports to the Assistant Superintendent of Finance and Operations.

Requirements

  • Bachelor’s degree required
  • Previous experience with construction projects and planning required.
  • Must be proficient in technology related to this position.
  • Proven ability to review, analyze and summarize data and make critical decisions.
  • Excellent interpersonal skills to communicate effectively both verbally and in writing.
  • Ability to effectively communicate with stakeholders.
  • Must have proven team building skills and familiarity with LEAN Continuous Improvement methods.
  • Previous planning experience with ability to carry out action plans.
  • Must be able to report on a regular and consistent basis to the office.
  • Maintain consistent and punctual attendance.
  • The person in this position needs to be able to move about the office setting, including stooping or crouching to access file cabinets, office machinery, etc.
  • Regular use of computer and other office equipment (printer/copy machine, etc.)
  • The ability to listen and effectively communicate, both written and orally, information and ideas to a diverse population.
  • Ability to effectively discern information and formulate appropriate action(s).
  • Ability to critically think and provide appropriate solutions.
  • Ability to work effectively and efficiently in high stress or conflict situations.
  • Occasionally moves boxes and office supplies weighing up to 20 lbs across the office for various needs.
  • Ability to drive to various locations throughout the district.
  • Must be available for overtime and/or emergency overtime before and/or after regular scheduled workday, when necessary.
  • The individual selected for this position will be required to pass a criminal history background check.

Responsibilities

  • Uses LEAN Continuous Improvement techniques and tools in all facets of work.
  • Plans and implements an effective program for the improvement of district facilities and equipment.
  • Oversees the development and update of capital program policies, procedures, and manuals to convey minimum expected standards of quality.
  • Works closely with the Director of Facilities to ensure facilities work occurs in a manner that minimizes disruption to regular operations and is supported by the Facilities Department.
  • Works closely with the District’s Finance Office on District bond issuance to ensure access to the financing needed to complete projects within the designated timelines.
  • Monitors and develops reports on the Capital planning budget(s).
  • Provides leadership in planning and implementing construction project; including assisting with the selection of architects, engineering firms, work specifications and bid documents.
  • Assists in contract negotiations with design and construction professionals and monitors their compliance with their respective contracts.
  • Responsible for preparation and evaluation of Requests for Proposals (RFPs) for design and construction professionals.
  • Establishes priorities for critical capital needs and asset replacement.
  • Available for emergency calls 24 hours a day, 7 days a week.
  • Performs all other duties as assigned.
