About The Position

Vancouver Coastal Health (VCH) is seeking a Director, Clinical Planning and Capital Projects for the Richmond Redevelopment Capital Projects Team. This role is responsible for advancing major redevelopment initiatives, including a new acute care tower and renovations, to meet the evolving healthcare needs of the Richmond community. The Director will provide strategic and operational leadership, ensuring clinical program planning, development, implementation, transition, and operational readiness for the Richmond Hospital Redevelopment Project. This critical leadership role involves translating clinical and operational visions into functional facility design, ensuring the redevelopment supports safe, effective, and future-focused healthcare delivery aligned with VCH's strategic priorities. The Director will act as a key liaison for clinical operations, physicians, and professional practice teams, ensuring clinical and operational requirements are integrated into facility planning and implemented across all project phases. The role also leads operational planning for clinical services, workflows, patient journeys, and models of care, promoting best practices, innovation, and interprofessional collaboration. As a senior leader, the Director will provide leadership in partner engagement, change management, operational readiness, risk mitigation, and clinical transformation, fostering collaborative relationships with various stakeholders to ensure successful project delivery and organizational readiness. Requirements

  • Master’s degree in Health Services Administration, Business Administration, or a related discipline.
  • Seven (7) to ten (10) years of recent, related experience in progressively complex leadership roles, preferably within healthcare, clinical operations, redevelopment, or large-scale transformation environments; or an equivalent combination of education, training, and experience.
  • Current registration with the relevant professional College/Association, if applicable.
  • Demonstrated commitment to on-going learning and professional development.
  • Demonstrated ability to lead large-scale clinical transformation and capital redevelopment initiatives from concept through implementation and evaluation.
  • Broad knowledge of healthcare delivery systems across acute, community, and primary care settings.
  • Strong strategic thinking, planning, problem-solving, and decision-making capabilities.
  • Ability to balance operational priorities, clinical requirements, project constraints, and organizational objectives within a complex healthcare environment.
  • Comprehensive knowledge of project management principles, methodologies, and capital project delivery processes, including planning, design, implementation, transition, and evaluation.
  • Demonstrated experience leading complex clinical planning and operational readiness initiatives within major healthcare redevelopment projects.
  • Knowledge of capital project budget management, financial oversight, and resource planning.
  • Ability to manage competing priorities, tight deadlines, and changing project requirements within dynamic and politically sensitive environments.
  • Demonstrated ability to build strong relationships and facilitate collaboration with senior leaders, physicians, operational teams, consultants, government representatives, contractors, and community partners.

Responsibilities

  • Leads and integrates clinical planning activities for the designated hospital redevelopment project in alignment with organizational priorities, strategic directions, and future models of care.
  • Partners with the Chief Clinical Planner, Deputy Chief Clinical Planner, project leadership, operational leaders, and clinical support departments to ensure coordinated planning and implementation across all project phases.
  • Ensures clinical and operational requirements are translated into functional and operationally feasible facility designs that support quality care delivery, patient flow, and operational effectiveness.
  • Oversees planning and implementation activities related to clinical program relocation, transition, activation, and operational readiness.
  • Identifies opportunities for innovation, service redesign, operational efficiencies, and clinical transformation within redevelopment initiatives.
  • Ensures redevelopment planning incorporates current and emerging clinical practices, future service requirements, and organizational renewal priorities.
  • Builds and maintains effective working relationships with senior leadership, physicians, clinical leaders, operational teams, user groups, community representatives, consultants, contractors, and external partners.
  • Leads engagement and consultation processes to support clinical planning, operational alignment, consensus building, and decision-making.
  • Facilitates collaboration across multiple partner groups to resolve complex planning, operational, and project-related issues.
  • Represents the redevelopment project on internal and external committees, working groups, and partner forums as required.
  • Collaborates with Communications and Public Affairs to support partner communication, engagement, and consultation strategies.
  • Oversees clinical planning deliverables during planning, design, construction, and implementation phases of redevelopment projects.
  • Ensures project plans, timelines, milestones, deliverables, and reporting structures are established, monitored, and maintained.
  • Identifies project risks, interdependencies, and operational impacts; develops mitigation strategies and escalation plans as required.
  • Collaborates with project management teams, equipment planning, facilities, and information technology teams to ensure integrated project execution.
  • Establishes project charters, work plans, governance structures, and implementation strategies to support successful project delivery.
  • Ensures project activities remain aligned with approved scope, budget, timelines, and Ministry of Health requirements.
  • Provides leadership for change management and operational readiness initiatives associated with clinical transformation and redevelopment activities.
  • Develops and implements change management strategies, engagement plans, sponsorship models, and sustainment approaches to support successful adoption of new processes, workflows, and environments.
  • Leads organizational readiness planning to support safe and effective transition into new or redeveloped facilities.
  • Monitors effectiveness of change initiatives and implements corrective actions as required.
  • Provides regular project status updates, risk assessments, mitigation strategies, and briefing materials to senior leadership, executive committees, and external partners, including the Ministry of Health.
  • Maintains accurate and current reporting related to project scope, risks, milestones, deliverables, operational impacts, and resource requirements.
  • Supports governance processes by ensuring appropriate review, approvals, partner sign-off, and documentation are completed.
  • Ensures transparent, fair, and accountable planning and reporting processes consistent with VCH priorities and Ministry requirements.
  • Supports development and oversight of operating and capital planning activities related to redevelopment initiatives.
  • Oversees allocation and utilization of project resources to support project goals, operational requirements, and implementation plans.
  • Monitors project-related expenditures and supports budget planning and financial reporting activities over the duration of the redevelopment project.
  • Ensures planning decisions are informed by data analysis, benchmarking, leading practices, operational evidence, and patient care requirements.
  • Supports development of processes for data collection, performance monitoring, and evaluation of future-state outcomes.
  • Maintains awareness of emerging trends, best practices, and innovations in healthcare redevelopment, clinical planning, and service delivery.
  • Collaborates with professional practice, academic, and research partners to support integration of care, education, and research within redevelopment planning.
  • Provides leadership, coaching, mentorship, and direction to designated staff and project team members.
