About The Position

The Maryland Department of Transportation (MDOT) Maryland Aviation Administration (MAA) is seeking a Director of Capital Programs, Financial Analysis and Budget (Fiscal Services Administrator VI) within the Office of Capital Programs, Financial Analysis, and Budget at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport). This role ensures MAA's financial posture, obligations, and functions are fully implemented. The position is responsible for leading the capital programming and budget, operating budget, and financial planning and analysis functions. This includes funding programming and reporting for MAA’s $1.0 billion Capital Program, management of Federal grants, the Federal Passenger Facility Charge (PFC) program, and other funding sources including the debt program. It also involves developing, monitoring, and reporting on MAA’s $270.0 million annual Operating Program, and leading financial analysis and reporting for the $2.5 billion 6-year revenue forecast, calculations of airline and airport rates and charges, and other reporting requirements. The incumbent will serve at the pleasure of the appointing authority.

Requirements

  • Ten (10) years of experience in accounting, finance, capital programming, treasury/debt management, and related fields.
  • Demonstrated ability to communicate effectively, both orally and in writing, to clearly articulate, present, and advocate for diverse ideas and initiatives at the senior leadership level.
  • Proven ability to take timely and decisive action in support of organizational goals and priorities, while remaining adaptable and responsive to changing circumstances and emerging opportunities.

Nice To Haves

  • A bachelor’s degree in a related field, including but limited to business, Finance, Accounting, Economics, or quantitative science.
  • An advanced degree in a similar field and/or relevant accreditations a plus.

Responsibilities

  • Managing 3 offices – Office of Capital Programs and Debt, the Office of Budget, and the Office of the Financial Planning & Analysis.
  • Managing the update to the MDOT published Consolidated Transportation Plan (CTP), MAA’s 6-Year Capital Improvement Program and Federal Aviation Administration (FAA) Airports CIP.
  • Directing and overseeing federal funding including but not limited to Passenger Facility Charge Applications and Airport Improvement Program grants.
  • Directing and overseeing the coordination of debt and any corresponding bond sales with MDTA, MDOT, bond counsel, and financial advisors, including development of financial cash flows.
  • Developing and submitting MAA’s Annual Operating and Capital Budget for the annual Maryland General Assembly budget submission and approval.
  • Leading the development and presentation of monthly status of funds reporting to inform executive leadership of revenue performance, forecasted expenses and overall financial position of MAA.
  • Directing and developing the 6-year capital program and revenue forecast.
  • Directing the development and reporting of costs for purposes of the various revenue bond sales required for funding of capital projects, bond obligations or disclosure agreements, FAA Financial Reports, and other regulatory reporting.
