About The Position

The ORR Business Operations Director is responsible for all facets of internal and external business direction for all ORR programs. This position will work with ORR Program Directors and other program staff to help guide program development as well as ensuring successful daily business operations. This position works with all stakeholders to both respond to business needs and position the programs successfully with Morrison departments and outside constituents.

Requirements

  • Bachelor’s Degree, preferably in Business Administration
  • 2 years of experience in program management/leadership
  • Advanced skills in Microsoft Office applications, databases and email applications
  • Attained age 21 years or older before first day of employment in position (ORR)
  • Position requires working outside of business hours
  • Able to pass a comprehensive criminal history background investigation.
  • Pass a criminal history background check though Morrison and a suitability determination investigation through the U.S. Office of Personnel Management.
  • Hold a valid drivers’ license and if driving a personal vehicle, must maintain minimum auto insurance policy
  • Traveling between program locations and administrative office
  • Comply with ORR vaccination requirements
  • 40 hours of required training per year

Nice To Haves

  • ORR experience strongly preferred
  • Bi-lingual in Spanish written, read and verbal. Must clear a language proficiency test.

Responsibilities

  • Develops operational structure and oversees operations of the programs, including coordinating with all Morrison departments
  • Serves as an Administrator, and provides project management of the implementation of the Relias e-learning system
  • Works with Morrison Administration on infection control practices, including pandemic response and planning
  • Joint Commission Accreditation implementation and ongoing certification practices
  • Collaboration with HR for agency wide staff training development and other HR related compliance items
  • Communication and coordination with stakeholders including enhancing customer service, developing contracts and managing compliance.
  • Works with Program Directors to ensure that all business operations are in compliance with state and federal guidelines and Morrison policy and procedure.
  • Works closely with Division Director and other assigned staff for all aspects of program start-ups or programming changes
  • Responsible for ongoing submission of OMB Performance Progress Reports (PPRs)
  • Develops budgets with Business Operations Manager, Division Director and Financial Analyst. Additionally, works with program leadership to ensure that fiscal management occurs in all programs through training and monitoring staff providing direct fiscal services.
  • Works with ORR Project Officer and ORR Grants Officer, on fiscal reporting required by ORR for continued funding
  • Manages the grant application process for ORR, as well as any new funding projects
  • Manages audits from funders and corrective action reports
  • Critical incident reporting oversight
  • ORR’s Electronic Health Records (UAC Portal / PATH) Administrator for Morrison
  • May provide training for other non-Morrison care providers when requested by programs and/or funders.
  • Responsible to develop, delegate and ensure that core committees such as, Agency Quality Improvement, Medication Administration, Sanctuary Core, and others are viable for successful completion and ensuring safe environments and quality services.
  • Facilities management, including working with Morrison and landlords on contracts and with program staff on the facility environment.
  • Ensures that contractors are supported, and contracts are developed, monitored and maintained.
  • State Licensing and ORR policies and procedures compliance
  • Oversight of Utilization Reviews
  • Assist with special projects with the ORR program or Agency-wide, as needed
  • Coverage for Division Director, as needed
  • Is aware of Morrison Compliance Program including Compliance Officer, Compliance Standards of Conduct, and Employee Compliance Hotline. Understands Compliance Standards of Conduct and signs attestation document. Completes all assigned compliance, HIPAA, client privacy, and fraud, waste, and abuse training. Knows how to report any client privacy or fraud, waste, or abuse concerns.
  • Participates in Morrison Compliance Program and actively promotes compliance within the organization. Is aware of Compliance Officer, Compliance Committee, Compliance Standards of Conduct, Compliance Hotline, and HIPAA and other relevant client privacy policies and procedures.
  • Assures that compliance training requirements are met and that any concerns about billing, invoicing, fraud, waste and abuse, improper business practices, or privacy are reported in a timely manner.
  • Implements compliance monitoring activities and corrective actions in collaboration with the VP of Quality & Compliance or Q&C staff
  • Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices.
  • Participate in staff development, in-services, and training related to workplace effectiveness; model professional behaviors and implement improvements to business practices with awareness of their impact in a trauma-informed behavioral healthcare organization.
