About The Position

The Indiana Charter School Board (ICSB) is seeking a visionary and results-oriented Director of Authorizing + Accountability to lead the day-to-day oversight and operations of the organization’s charter school authorizing efforts. The Director of Authorizing + Accountability will be responsible for managing and supporting all aspects of charter school authorization, accountability and compliance, ensuring that the Indiana Charter School Board continues to maintain a strong portfolio of schools aligned with its mission to promote quality options for students and families across the state. Under the leadership of the Executive Director and ICSB board of directors, the Director of Authorizing + Accountability serves as a key connector between ICSB and its charter schools. This role is responsible for leading efforts to align monitoring and oversight policies to ensure every school has access to the tools, support, and resources they need to thrive. Additionally, the Director of Authorizing + Accountability is responsible for maintaining ICSB’s reputation of institutional excellence amongst its schools.

Requirements

  • Extensive knowledge of the principles, practices, and techniques of a broad area of training and education, including texts and materials developed in the field.
  • Thorough knowledge of the agency or institution’s functions, operations, and purpose.
  • Considerable knowledge of experiential learning techniques.
  • Practical knowledge of laws, rules, and regulations governing mandated training within the agency.
  • Ability to develop, monitor and evaluate broad training programs.
  • Ability to plan and conduct seminars, workshops, and training sessions.
  • Ability to assemble training materials, including writing comprehensive manuals and assembling texts, films, slides, and characters.
  • Ability to establish effective and cooperative working relationships with trainees, other instructors, and the entire agency staff.
  • Effective communication skills.
  • Ability to keep current on new trends, philosophies, and available materials regarding adult education.
  • Ability to delegate work, set clear direction, and manage workflow.
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skill sets.
  • At least 12 + years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
  • Completion of relevant education degree(s) may substitute for equivalent years of experience.
  • Individuals should have the ability to perform essential functions with or without reasonable accommodation.

Responsibilities

  • Align all charter authorizing practices with the agency’s mission and strategic priorities.
  • Utilize academic, financial and operational data to guide decision-making, measure impact, and inform continuous improvement efforts of schools.
  • Ensure knowledge and implementation of NACSA’s Principles and Standards in all ICSB related work.
  • Work directly with the Indiana Department of Education Charter Schools Support Team to ensure effective compliance and oversight of charter schools on a state/federal level.
  • Manage all phases of the charter lifecycle, including application review, monitoring and oversight, renewal, replication and closure.
  • Communicate and implement rigorous academic, financial and organizational performance metrics to ensure high standards for all schools.
  • Monitor schools through site visits, annual reports, and data analysis to support continuous improvement and compliance.
  • Attend school board meetings as needed to monitor for organizational effectiveness.
  • Meet routinely with school board chairs and/or school leaders to discuss their organizational performance, strategic plans, and ensure the organization is on track to meet the goals outlined in their Performance Framework.
  • Ensure the ICSB Performance Framework is aligned with Indiana’s Academic Accountability Framework.
  • Attend national and statewide charter school conferences
  • Ensure all charter schools operate in accordance with state and federal laws.
  • Develop and/or refine policies and procedures to promote efficient, high-quality, and transparent authorizing practices.
  • Support schools with effective implementation of ICSB’s customer relationship management platform (Epicenter).
  • Provide ongoing policy guidance to schools, as appropriate
  • Build and sustain strong, collaborative relationships with charter school leaders, governing boards, IDOE, and charter partners.
  • Actively seek opportunities for partnership that support student success.
  • Facilitate ongoing communication with ICSB stakeholders through bi-monthly updates
  • Supervise and support a high-performing team, responsible for school monitoring and oversight, data analysis and financial performance.
  • Foster a culture of collaboration, accountability, and continuous improvement amongst the ICSB team and within all ICSB schools.
  • Oversee the ICSB website in order to ensure statutory compliance and communicate a clear message for high quality authorizing.
  • Perform additional related duties, as assigned.
  • Plan, organize, direct, monitor, and participate in ongoing comprehensive development and implementation of specialized programs and development within the agency.
  • Determine, analyze, identify and implement long-range objectives and specifying the strategies, KPIs, and actions to achieve them.
  • Analyze operations to evaluate performance of the specific program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.
  • Interpret and explain in-depth and complex policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
  • Develop and implement corrective action plans to solve organizational or departmental problems.
  • Prepare and present reports for approval, including those for funding or implementation of services to executive leadership.
  • Develop and oversee program financial or budget activities to fund operations, maximize investments, or increase efficiency.
  • Develop and monitor program requirements to ensure it meets federal and state policies and grants compliance.
  • Develop and supervise training of employees and consultants on program requirements and usage.
  • Develop, coordinator, and deliver communication plans and communications.
  • Preside over, or serve on, boards of directors, management committees, or other governing boards.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees.
  • Ensure work adheres to quality standards, deadlines, and proper procedures.
