About The Position

The Director of Asset Management works under the direction of the Director of Strategic Operations and is responsible for leading and managing the agency’s Asset Management Office (AMO). This role oversees planning, coordination, and execution of asset management activities, including inventory, asset disposition, policy development, and reporting. The Director ensures compliance with applicable federal and state laws and agency requirements, manages program resources and staff, and collaborates with internal and external stakeholders to support agency goals. The position works under minimal supervision with considerable latitude for independent judgment.

Requirements

  • Knowledge of local, state, and federal laws, rules, and regulations related to asset management and state property.
  • Knowledge of asset management principles, practices, and techniques, including asset life-cycle management and State Property Accounting (SPA) guidelines.
  • Knowledge of principles and practices of public program management and organizational leadership.
  • Knowledge of auditing standards, internal controls, and compliance requirements related to inventory and asset management.
  • Skill in strategic planning and establishing program goals that align with agency objectives.
  • Skill in analyzing operational, financial, or inventory data to identify risks, trends, and improvement opportunities.
  • Skill in developing, implementing, and evaluating policies, procedures, and internal controls.
  • Skill in budget development, fiscal monitoring, and resource management.
  • Skill in communicating clearly and effectively, both orally and in writing, with leadership, staff, and external stakeholders.
  • Ability to direct and oversee the operations of an asset management program.

  • Ability to ensure accurate, timely, and compliant execution of large-scale asset inventories.

  • Ability to represent the agency effectively in meetings and discussions related to asset management and state property matters.
  • A bachelor's degree from an accredited four-year college or university. Relevant professional experience may substitute for each year of education on a year-for-year basis.
  • Five (5) years of progressive asset management experience.
  • Experience directing large‑scale annual inventories.
  • At least three (3) years of experience supervising managers or supervisory‑level staff.
  • Experience in developing policies and procedures.

Responsibilities

  • Directs and oversees the operations of the AMO. Establishes goals, priorities, and performance expectations for the office that align with agency objectives. Leads planning, implementation, and continuous improvement of asset management operations to ensure efficiency, cost effectiveness, accountability, and regulatory compliance. Ensures the structure supports Acquisitions, Dispositions, and Reporting functions.
  • Directs the planning and execution of HHSC’s annual physical inventory process for a complex, statewide asset portfolio spanning more than 400 locations across Texas, in coordination with internal divisions and external stakeholders. Ensures inventory activities are initiated on schedule, milestones are met, and submissions comply with agency standards, the Texas Comptroller of Public Accounts (CPA) requirements, and State Property Accounting (SPA) guidelines. Reviews inventory data for accuracy, completeness, and audit readiness, and directs corrective actions when deficiencies are identified. Submits the agency’s annual inventory certification to CPA.
  • Provides oversight and guidance for asset disposition activities, including surplus, salvage, recycled, and lost or stolen property. Leads and directs staff responsible for disposition activities to ensure practices comply with applicable state statutes, federal requirements, and agency policies throughout the asset life cycle. Reviews disposition data and processes to ensure appropriate controls, documentation, and reporting are in place
  • Develops, implements, and maintains asset management policies, procedures, and operational guidelines. Interprets and applies federal and state laws, rules, and departmental policies governing state property. Monitors compliance and recommends procedural updates to address audit findings, operational risks, or regulatory changes.
  • Oversees the AMO budget, monitors expenditures, and ensures resources are used effectively to support program operations. Reviews financial and operational reports to assess performance, identify trends, and inform leadership decision-making.
  • Communicates asset management initiatives, requirements, and performance outcomes to internal leadership and external partners. Prepares and delivers high‑level reports and briefings on inventory status, asset disposition activity, and program performance. Represents the agency at meetings, trainings, workgroups, or external forums related to asset management, as assigned, and may provide input into the development and review of legislation and analyze potential legislative impacts related to asset management.
  • Supervises and develops professional and managerial staff and provides oversight of contracted asset management personnel. Assigns work, establishes priorities, and sets clear performance expectations. Coaches and mentors staff, conducts performance evaluations, supports employee development planning, and carries out related human resources activities including hiring and promotions. Provides oversight of subordinate managers to ensure consistent application of standards, contract requirements, and accountability.
