About The Position

Venture Forthe is seeking a strategic and experienced leader to oversee and grow our Arizona operations. This role serves as the single point of accountability for all Arizona programs, driving operational excellence, regulatory compliance, and sustainable growth. We are specifically looking for candidates with strong experience in Arizona Medicaid programs, including AHCCCS, ALTCS, and Agency With Choice (AWC) service models.

Requirements

Strong experience with Arizona Medicaid programs required, including: AHCCCS, ALTCS and Agency With Choice (AWC) models (strongly preferred)
Proven leadership experience in home care, personal care services, or HCBS programs
Deep understanding of regulatory compliance and program operations
Experience launching or expanding service lines (Attendant Care experience preferred)
Ability to manage both high-level strategy and day-to-day operations
Bachelor’s degree in Healthcare Administration, Human Services, Business Administration, or related field preferred.
Minimum of 3–5 years of experience in home and community-based services, Medicaid programs, or healthcare operations.
Experience with AHCCCS, ALTCS, or Agency With Choice (AWC) service models strongly preferred.
Strong leadership, operational planning, and regulatory compliance experience.

Nice To Haves

Experience working with AHCCCS managed care organizations (MCOs), including coordination with care coordinators, service authorization processes, and provider-plan operational requirements.
Experience supporting the launch or expansion of healthcare or home and community-based service programs, including developing operational processes, staffing infrastructure, and compliance systems.
Demonstrated ability to operate in a dynamic environment while managing multiple operational responsibilities during program growth.

Responsibilities

Lead and oversee all Arizona operations, ensuring compliance, performance, and service quality
Drive implementation and expansion of both Agency With Choice (AWC) and agency-based Attendant Care services
Ensure compliance with all state, payer, and regulatory requirements
Oversee program development, operational infrastructure, and service delivery
Partner with executive leadership to align Arizona operations with company strategy
Support payer contracting, network relationships, and market expansion efforts
Build and lead operational teams, including staffing strategy and program scalability
Serve as the accountable operational leader for all Venture Forthe programs in Arizona, ensuring regulatory compliance, service quality, operational effectiveness, and sustainable program growth across the state.
Maintain accountability for Arizona program performance including regulatory compliance, staffing capacity, service delivery outcomes, payer requirements, and program sustainability.
Coordinate with corporate leadership and administration to ensure Arizona operations align with organizational strategy, policies, financial expectations, and operational standards.
Monitor financial and operational performance of Arizona programs, including service utilization, staffing capacity, payer requirements, and operational sustainability.
Lead operational development and oversight of Venture Forthe’s Arizona Agency With Choice (AWC) program.
Ensure the AWC service delivery model supports participant direction, member choice, and independence.
Oversee the administrative infrastructure required for AWC, including onboarding, scheduling support, documentation, and compliance monitoring.
Facilitate contracting and operational relationships with insurance providers, managed care organizations, and payer partners.
Ensure compliance with AHCCCS and ALTCS requirements related to Agency With Choice and Attendant Care programs.
Provide operational leadership for attendant care services including homemaker, personal care, general supervision, and companionship delivered in members’ homes.
Review, develop, and implement policies, workflows, and operational processes to support all services provided in Arizona.
Oversee member intake processes including enrollment, documentation, and coordination with care coordinators and case managers.
Ensure accurate tracking of service authorizations, hours utilization, and billing readiness.
Monitor Electronic Visit Verification (EVV) compliance and address documentation discrepancies impacting billing and regulatory compliance.
Provide operational guidance to ensure members understand their roles and responsibilities within the Agency With Choice model.
Maintain regular communication with care coordinators, case managers, and referral partners.
Support quality assurance activities including service monitoring, satisfaction follow-ups, and complaint resolution.
Ensure operational readiness for audits, regulatory reviews, and payer compliance monitoring.
Represent Venture Forthe at community outreach events, managed care meetings, and provider networking opportunities.
Actively participate in agency EOS meetings (Level 10, quarterly, and annual) to support operational alignment, accountability, and execution of agency goals.
