About The Position

This position is located in Oklahoma City, Oklahoma. The Director of Adult and Family Services (E10C) will be responsible for coordinating the fulfillment of the Agency’s mission, vision, values, and goals with all Oklahoma Human Services (OKDHS) Directors and other Senior Executives. This role involves planning, organizing, and directing the development and implementation of family support programs, community engagement, quality systems, and administrative support functions. The Director will also oversee communications, budget management, personnel, and legislative impact on family support programs and services. This is a position in Executive Management, not subject to Oklahoma Civil Service rules.

Requirements

Bachelor's degree
Seven years of professional business or public administration experience
Four years in a supervisory or administrative capacity
Must possess a valid driver's license
Must maintain required car insurance

Responsibilities

Coordinates the fulfillment of the Agency’s mission, vision, values, and goals with all Oklahoma Human Services (OKDHS) Directors and other Senior Executives.
Plans, organizes, and directs the development and implementation of methods of operation of family support programs, such as TANF and SNAP, to include coordination of the activities of the units within the state.
Directs the development and implementation of goals, policies, and procedures for divisional services; coordinates the work of the division with other divisions and units within the Oklahoma Human Services to ensure eligible clients have access to programs and services provided by the division.
Directs the development of the Community Engagement function of the division to maximize community participation to benefit all OKDHS clients.
Directs the development of a quality system to ensure client services are appropriately provided.
Plans, coordinates, organizes, and directs the administrative support function for all staff, regardless of division, located in a Human Service Center. This includes, but not limited to, partnering with appropriate divisions to develop and implement processes and procedures for events such as office closures due to weather and facility maintenance.
Directs the development and implementation of communications systems within the division to ensure all divisional staff are informed on current policies, procedures and cross-divisional activities to ensure uniform implementation, efficient and effective delivery of services and to gather feedback on proposed changes and problems.
Actively participates in agency administration; ensures divisional activities are consistent with the Agency mission and aids in the achievement of Agency-wide goals and objectives.
Directs the formulation and evaluation of budget recommendations for the division to provide for effective and efficient use of resources and the achievement of program objectives; determines organizational lines of authority and accountability.
Ensures compliance with current rules and regulations with respect to selection, appointment, promotion and retention of personnel; maintains an in-service program for training of staff, assures conformance with state and federal rules; directs and assists in staff supervision; evaluates staff performance.
Evaluates, interprets, and makes recommendations on enacted and proposed state and federal legislation impacting family support programs and services; directs the development of policies, rules, regulations, and procedures to ensure uniform implementation, monitoring, and control.
Represents the agency at various meetings and hearings; reviews and makes recommendations on sensitive personnel and administrative problems and issues.
Ensures compliance with state and federal requirements through: Implementing and monitoring budget work plans; Monitoring funding requests; Monitoring expenditures and program reports to the state and federal government; Monitoring contracts for compliance with their terms; and monitoring new developments in state and federal statutes and regulations.
