Director of Addition Recovery Treatment Services
About The Position
The Hampton - Newport News Community Services Board (H-NNCSB) is seeking an experienced and visionary leader to serve as the Director of our Addiction Recovery Treatment Services (ARTS) Division. The ideal candidate will have a strong background in ARTS administration, including the development, implementation, oversight, and evaluation of programs designed to address addiction, treatment, and recovery needs. This position requires demonstrated experience in personnel supervision and management, as well as the ability to provide strategic leadership, ensure program effectiveness, and support high-quality service delivery. Strong grant-writing experience and knowledge of Virginia and federal regulatory requirements. Addiction and Recovery Treatment Services include counseling, case management, Peer Recovery Services, and remediation assistance for persons with substance use disorder. H-NNCSB's Addiction Recovery Treatment Services support individuals affected by substance use disorders through a continuum of services that may include counseling, case management, peer recovery services, and recovery-focused assistance. The ARTS Division works collaboratively with individuals, families, community partners, healthcare providers, and other organizations to promote treatment engagement, recovery, stability, and improved quality of life.

- Must successfully pass a criminal history fingerprint background investigation, DMV record check, Child Registry search, drug screening test and employment reference checks.
Responsibilities
- Lead the development, implementation, and evaluation of addiction treatment and recovery services.
- Identify grant and funding opportunities and develop proposals and contracts.
- Ensure programs comply with agency, Virginia, and federal regulations, quality standards, accreditation, and licensing requirements.
- Supervise Program Managers and division staff, including hiring, training, performance management, and personnel actions.
- Develop strategic goals, policies, procedures, and protocols to support effective treatment services.
- Develop and manage the division budget, monitor expenditures, and promote effective program utilization.
- Monitor program outcomes, performance measures, service quality, and documentation.
- Analyze program and financial data and prepare reports and presentations for leadership and stakeholders.
- Build and maintain partnerships with community organizations, referral sources, healthcare providers, payers, contract providers, and local and state agencies.
- Represent H-NNCSB at community events, meetings, boards, committees, and professional forums.
- Promote coordination and integration of clinical services across the continuum of addiction treatment and recovery.
