About The Position

The Director, Massachusetts Medicaid Policy Institute (MMPI) is responsible for collaborating with the Vice President of Policy and Research in the development and implementation of a strategic agenda for policy and research work focused on Medicaid and the Massachusetts Medicaid program, MassHealth, specifically. The agenda shall seek to further the overall mission and strategic agenda of the BCBSMA Foundation and promote the dissemination of nonpartisan information and analysis about MassHealth and the development of effective Medicaid policy solutions through research and policy analysis. This position requires a strong understanding of MassHealth and its interrelatedness with other health care programs for low income people. In addition, this position entails collaboration with a wide spectrum of policy makers, legislators, researchers, providers, advocacy groups, consumer organizations, business and other stakeholders.

Requirements

  • An in depth understanding of health financing and policy issues at both state and federal levels, with a specific understanding of Medicaid; the Massachusetts Medicaid program, MassHealth; and other health insurance programs for low income populations.
  • A demonstrated ability to understand, anticipate, interpret and adapt to changes in the policy, political and economic environment and to think strategically about how this impacts project development and how to pivot in line with the Foundation’s mission and strategic plan.
  • Ability to crystallize and clearly explain complicated issues to a variety of audiences.
  • Excellent oral and written communication skills, including public speaking.
  • Expertise in evaluation, research, policy analysis and policy development.
  • Ability to analyze healthcare datasets and policy proposals and develop synthesis of findings.
  • Strong planning, project management and organizational skills, including the ability to manage multiple projects at one time.
  • Ability to collaborate and build partnerships around common interests and goals.
  • Politically knowledgeable and savvy.
  • Extensive knowledge of and experience in health care and public policy is required.
  • High school degree or equivalent required

  • An advanced degree, preferably in health care management or public policy or closely related field is strongly desired.

Responsibilities

  • Collaborate with the Vice President of Policy and Research in the development of short and long range research plans and projects that help advance the mission of the Foundation and of MMPI and are responsive to the policy, political and economic environment.
  • Monitor the external policy, political and economic environment as it relates to Medicaid – including key MassHealth policy and program initiatives and federal Medicaid policy and program initiatives.
  • Elevate key initiatives and developments to appropriate Foundation staff and, in consultation with the Vice President of Policy and Research, adapt the MMPI policy and research agenda to these developments as appropriate and informed by the Foundation’s strategic plan.
  • Identify lead researchers for commissioning work, and collaborate with selected consultants to produce high quality, objective, timely policy briefs, infographics, profiles, chart packs, webinars and other materials.
  • With guidance from the Vice President of Policy and Research, ensure the effective stewardship of Foundation resources by effectively managing contracts and ensuring production of high quality products and deliverables.
  • Manage, convene and facilitate meetings of the external MMPI Advisory Group in order to solicit timely strategic input into the MMPI policy and research agenda. The MMPI Advisory Group consists of leaders from different stakeholders and constituencies that are impacted by MassHealth.
  • Contribute to identification and assist in the planning and execution of events and convening opportunities that support the BCBSMA Foundation policy agenda.
  • Assist in creation and development of publications and other mechanisms, such as webinars, to educate stakeholders about the MassHealth program in order to broaden awareness of the importance of the MassHealth program and the key opportunities and challenges it faces.
  • Build and maintain relationships with leaders in state government, advocacy organizations, and health care stakeholders.
  • Leverage and identify opportunities to partner with these groups to promote understanding of MassHealth policy issues and options.
  • Collaborate and support other Foundation team members to create a culture that supports diversity and inclusion, collegiality, and pursuit of excellence in effort and work products.
