About The Position

The Community-Based Care (CBC) Director IV – Fiscal Oversight performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves providing strategic direction, establishing goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within a department(s) or divisions(s). Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; business and management principles involved in strategic planning, resource allocation, and leadership techniques; and the principles and practices of public administration and management.
  • Knowledge of financial modeling and analysis
  • Knowledge of quality improvement or quality assurance processes and measurement systems.
  • Knowledge of organizational development and management practices as applied to the analysis, evaluation, and development.

Responsibilities

  • Develops standards for achieving goals.
  • Establishes and implements benchmarks, thresholds, metrics, and milestones to systematically measure evaluate progress toward achieving financial and operational goals.
  • Responds to legislative inquiries and requests for information and participates in developing legislative appropriation requests.
  • Conducts detailed research and analysis of CBC forecasts and expenditure data, to prepare accurate, thorough, and timely responses to legislative inquiries.
  • Analyzes legislative bill reviews and fiscal notes to ensure accuracy, consistency, and alignment of CBC financial information with agency priorities and direction. Participates in the planning, monitoring, and execution of activities related to implementing legislative bills affecting agency financial operations.
  • Participates in or oversees strategic communication efforts.
  • Communicates proactively and consistently with executive leadership regarding the status, progress, risks, and outcomes of financial analysis initiatives, ensuring transparency and supporting informed decision-making.
  • Reviews and conducts in-depth analyses of financial forecasting data and trend reports to identify, track and clearly communicate significant issues, risks, and opportunities for improvement to leadership and relevant stakeholders.
  • Oversees the collection, organization, analysis, and preparation of reports.
  • Identifies, prioritizes, and evaluates critical CBC financial issues and concerns by conducting thorough, data-driven analyses determine root causes, assess impacts, and support the development and implementation of targeted, sustainable resolutions.
  • Reviews, interprets, and presents CBC financial performance data to agency executives, facilitating informed discussions and guiding strategic financial decision-making through the use of detailed analytical insights and evidence-based recommendations.

  • Manages and directs program operations related to fiscal oversight by organizing financial analysis, forecasting, and reporting activities that support program objectives, while collaborating with internal divisions and the Office of Finance to ensure data accuracy and process alignment, and implementing adjustments to improve efficiency and strengthen overall program operations.
  • Directs the administration of fiscal oversight processes by ensuring standardized methodologies, tools, and procedures are consistently applied across program areas, while monitoring outputs and compliance with funding and policy requirements to identify and resolve discrepancies, and supporting management staff in maintaining effective and compliant financial oversight practices.

  • Oversees and manages comprehensive analysis and review of CBC financial forecasting, strategies and reports to assess agency-wide financial needs, proactively identify risks and develop informed solutions that strengthen fiscal stability and decision-making.
  • Oversees and prepares CBC financial forecasts while reviewing and approving profit/loss sharing methodologies, ensuring compliance with funding source requirements and alignment with regulatory and program expectations.
  • Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.
  • Directs the design, development, compilation, evaluation and implementation of complex CBC financial reports and analytical studies to assess DFPS financial needs, trends, and impacts, and to inform continuous improvement efforts.
  • Develops and establishes goals and objectives consistent with the agency’s strategic plan.
  • Directs, manages, establishes, and implements financial modeling and forecasting goals and objectives that align with the agency’s strategic plan and support long-term financial sustainability.
  • Coordinates with agency executives, program staff, and other state agencies to plan, develop, and implement both short- and long-term strategic financial analyses that guide agency-wide decision-making.
  • Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.

  • Utilizes comprehensive reporting and data analysis to continuously monitor, assess and improve the financial health and long-term viability of the CBC Program.
  • Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Serves as a liaison with internal and external stakeholders to facilitate collaboration in the development and review of financial analyses through structured workgroups and individual engagement.
  • Plans, leads and facilitates meetings to clarify complex financial issues, evaluate alternatives, and negotiate and implement viable financial solutions.

  • Prepares, reviews, and delivers clear, comprehensive, and high-quality written reports, executive summaries, briefings, and supporting documentation to effectively communicate financial analyses, findings, risks, and actionable recommendations to leadership and stakeholders.
  • Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • Collaborates with executive leadership and the Office of Finance to review, interpret, and synthesize findings from special investigations, internal audits, research studies, financial forecasts , and modeling exercises, providing strategic direction and actionable guidance to support sound financial and operational decisions.
  • Reviews and evaluates comprehensive documentation, audit reports operational data, and performance metrics related to both contractor and agency functions to identify issues, assess risks, evaluate alternatives, and develop and implement effective, data-informed solutions.
  • Utilizes a wide range of data sources, analytical tools, and reporting mechanisms to continuously monitor, assess, and improve the agency’s overall financial health, operational efficiency, and program effectiveness.
  • Provides professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures.
  • Serves as a senior-level internal consultant to executive leadership and management staff on complex and high-impact strategic financial initiatives, providing expert analysis, interpretation, and recommendations that inform and guide agency direction and policy decisions.
  • Collaborates closely with executive leadership, Office of Finance, program staff, and key stakeholders to identify, analyze, and resolve complex financial challenges by developing innovative, practical, and strategic solutions.
  • Provides ongoing fiscal oversight, guidance, and support CBC Operations Managers and staff to promote consistent application of financial policies, strengthen financial management practices, and ensure compliance with regulatory and agency standards.
  • Supervises, hires, and manages fiscal and reimbursement staff by providing clear direction, setting expectations, delivering ongoing mentorship, and creating professional development opportunities that enhance individual and team performance.
  • Oversees employee timekeeping, leave management, and all required human resources-related activities to ensure compliance with agency policies, procedures, and operational requirements.
  • Implements and maintains a comprehensive performance management framework that fosters employee engagement, accountability, and continuous improvement through structured goal setting, regular feedback, performance evaluations, and individualized development planning.
