About The Position

The Director II works under the direction of the Director of the Office of Community Based Care Transition (OCBCT). The Community-Based Care (CBC) Director performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. This position will, in collaboration with the Director of the Community-Based Care Operations Division, assist in implementing Community-Based care in each catchment area of the state. This will include planning for implementation of areas not currently in CBC, the continued support of those areas that are in CBC, and the ongoing education and evaluation of readiness of communities across the state. This position will work to ensure that, as the CBC model matures, the goals of CBC are upheld and at the forefront of changes to current policy and practice. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Graduation from an accredited four-year college or university in business administration, public administration, or a related field.
  • Experience leading workgroups, or serving in a leadership capacity.
  • Experience with Community-Based Care model and working with Single Source Continuum Contractors.

Responsibilities

  • Directs Community Based Care program activities and/or business functions within the Office of Community Based Care Transition.
  • Directs, coordinates, facilitates, and maintains an organized and cohesive approach for implementation of the Community-Based Care program with a focus on community outreach and legislative coordination for the Office of Community Based Care Transition. Implementation activities include coordination and monitoring of the statutorily required CBC stages, placement, case management and incentives and remedies, for each catchment area.
  • Assists in the development of a plan for implementing community-based care, for OCBCT, in each catchment area of the state. This will include planning for implementation of areas not currently in CBC, the continued support of those areas that are in CBC, and the ongoing education and evaluation of readiness of communities across the state.
  • Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.
  • Provides direction and coordination for evaluation activities including assessment, data analysis, reporting, and developing recommendations to ensure compliance with department objectives and legislative requirements to improve operating efficiency and effectiveness.
  • Identifies systemic issues, policy conflicts, knowledge and process gaps and deficiencies, and oversees the revision and implementation of changes and improvements in relation to community outreach and legislation coordination.
  • Develops and establishes goals and objectives consistent with the agency’s strategic plan.

  • Provides leadership and strategic direction for creation, coordination and finalization of high-quality products, timely reporting, and project management for proactive reform efforts through routing, coordinating, drafting, circulating, and updating deliverables based on internal and external stakeholder input and feedback to establish goals and objectives for OCBCT.
  • Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.
  • Manages the division’s budget and approves expenditures and contracts and collaborates with the Office of Finance to ensure requirements of funding sources are met.
  • Develops, reviews, and approves the office’s budget to ensure the CBC operates within the budgetary constraints provided by the DFPS Finance Division.

  • Monitors compliance of CBC policies, procedures, guidelines, best practices, quality of services and initiatives to ensure effective coordination and consistency.
  • Directs key CBC community outreach projects and creates and maintains an efficient and integrated reporting and management structure.
  • Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.

  • Plans, develops, implements, coordinates, and approves processes, procedures, schedules, priorities, standards, and activities for achieving goals that promote effective Community Based Care for the agency.
  • Monitors and directs evaluation activities for program functions within OCBCT.
  • Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Represents DFPS and CBC at hearings, trials, legislative sessions, conferences, and other events as needed.
  • Serves as the CBC representative at business meetings; and may negotiate and oversee contracts for CBC services.
  • Reviews and approves management, productivity, and financial reports and studies.
  • Reviews and approves management and productivity reports on the division’s output and accomplishments as it relates to CBC including contracts.
  • Reviews and approves financial reports and fiscal documents to assessment and evaluate the compliance of the CBC contractors.
  • Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • Develops, implements, and reviews results of internal audits, research studies, forecasts, and modeling exercises to provide overall direction and guidance related to CBC program.
  • Directs the design and implementation of special projects, initiatives and assignments related to CBC and program activities to assess efficiencies, workflow and productivity measures, organizational needs, and program requirements.
  • Utilizes information from program areas, division staff and DFPS executive leadership to assess and identify needs for improvement and determine actions to address issues and barriers as it relates to CBC.
  • May develop and oversee the implementation of long-range and short-term plans.
  • Analyzes information from program areas, division staff and DFPS executive leadership to evaluate services, trends, and issues to develop and implement CBC strategies and techniques that align with DFPS.
  • Works with internal and external stakeholders to assess, plan, and implement a capacity sharing model that supports sustaining the CBC model.
  • Develops short term and long-range plans for CBC Operations and oversees the implementation of the plans.
  • Supervises the work of others.
