About The Position

Under the direction of the Executive Director of Health Services Provincial Clinical Programs or designate, the Provincial Program Director provides strategic clinical leadership for a defined specialty or population-based portfolio across the province. The primary accountability of this role is to lead the development, implementation, and sustainment of provincially integrated clinical plans, ensuring high-quality, equitable, and financially sustainable care. This role emphasizes provincial clinical planning, system integration, standardization/harmonization, and realizing benefits for the system, achieved through collaboration with specialty leaders, operational partners, patients and families, and system stakeholders. While the position may oversee select provincial operational functions or services, these responsibilities are secondary to its core mandate of shaping provincial clinical direction, standardizing care models, harmonizing processes, and optimizing the use of resources across the health system. The Director is accountable for ensuring that provincial clinical plans are grounded in evidence, informed by data and population health needs, aligned with provincial strategies, and deliver measurable improvements in outcomes, experience, access, and value.

Requirements

  • 5–7 years of progressive leadership experience within complex health systems.
  • Significant experience in clinical program planning, system design, or provincial/regional service integration.
  • Demonstrated experience collaborating with clinical, operational, and executive leaders to develop and implement system-level clinical strategies.
  • Experience with quality improvement, performance measurement, and change management in health care settings.
  • Post-secondary degree in a relevant health discipline from an accredited institution and a postgraduate degree is required.
  • Active member of an associated regulatory body as appropriate.
  • Demonstrated comprehensive leadership capabilities, aligned with the LEADS in a Caring Environment framework.
  • Knowledge of relevant professional regulatory requirements, legislated acts (Personal Health Information Act, Protection of Persons in Care Act, Mental Health Act, Workplace Health & Safety Act, WHMIS, Principles of Routine Practices), and Collective Agreements.
  • Working knowledge of health system financing, budget planning, and economic evaluation is an asset.
  • Strong understanding of provincial health system structures, governance, and policy environments.
  • Demonstrated ability to lead through influence rather than authority across complex, matrixed environments.
  • Knowledge of relevant legislation, professional practice standards, and regulatory requirements.
  • Expertise in stakeholder engagement, facilitation, and consensus-building.
  • Advanced analytical, strategic thinking, and communication skills.
  • Commitment to patient- and family-centred care, reconciliation, equity, and culturally safe practice.
  • Ability to work safely in a typical computerized office environment with frequent meetings.
  • Ability to lift and carry items of up to approximately 10 kg (25 lbs.).
  • Demonstrates ability to prioritize work, deal with interruptions, re-prioritize as required and ensure dedicated/focused time for strategic planning.
  • A valid Class 5 Manitoba driver’s license and access to a personal motor vehicle are required.
  • Current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment.
