About The Position

For over 35 years, Yorktel has been the video managed services partner around the world for some of the largest business and government agencies. With over 10,000 video systems under management worldwide – more than any other video communications service provider – Yorktel has the proven expertise and global reach to deliver enterprise-quality visual communications. Yorktel is currently seeking a Director, Government Programs, a leadership role which also makes a ‘hands on’ contribution in sales, business development, marketing, technology and industry awareness and promoting internal understanding of public sector/government contracting. This position also works alongside the VP Government Programs to develop strategy, implement initiatives and guide the team in making day-to-day decisions and realizing annual and long objectives.

Requirements

  • Legal/Contract: Fundamentals of state and federal procurement process, contract T&C’s, set aside policies, small business subcontracting plans.
  • Ability to review contracts’ language and identify when a professional legal opinion may be needed.
  • Project/Program Management: Able to conceptualize and capture complex process workflows, anticipate exceptions and track progress towards financial and qualitative and quantitative objectives.
  • Comfortable in using video and remote collaboration tools.
  • IT Skills: MS Windows, Word, Excel, Outlook, Calendar, Teams.
  • Experience with one or more CRM and ERP systems.
  • Able to use advanced search and MI services to find information.
  • Industry: Sound knowledge of IT, AV, Communications, Data Center, Software technologies.
  • Work Experience: 10+ years’ experience in one or more of: IT Sales (Inside or Field Sales), Sales Management, Business Development, Product Marketing, Public Sector Programs. At least eight (8) of these years should be in federal or state government environments. Candidates have additional experience leading inter-departmental initiatives, B2B teaming at a Director or above level.
  • Bachelor’s degree (GPA 3.0 or above) and one or more years of post-graduate education in Liberal Arts, STEM, Business & Management (qualifications in other disciplines also considered).
  • No history of being barred from public contracting by any federal, state or local agency.
  • Demonstrates excellent written, verbal and visual communication and presentation skills.
  • Ability to work a flexible schedule, including extended durations of night / second shift work.
  • May require occasional lifting (up to 50 lbs)
  • Requires extensive sitting, standing, and walking.
  • Domestic travel requiring multi-night stays within and at times outside the local work area.
  • Valid passport; International travel possible
  • Valid U.S. driver’s license
  • Must be willing to complete background checks and drug tests as required by current or future contracts.
  • Must be willing to apply for Security Clearances, SSA Suitability, and other related clearances to be able to work at certain customer locations.
  • Attention to detail, work through tasks reasonably quickly while ensuring accuracy.
  • Self-motivated having an entrepreneurial spirit and strong personal and business reputation for acting with integrity.

Nice To Haves

  • Experience in the appropriate application of AI (and pitfalls of misapplication) to accomplishing tasks is desirable.

Responsibilities

  • Drive organizational compliance with all applicable Public Sector regulations including the Uniform Commercial Code, various State laws, and Federal Regulations including FAR, AFARS, DFARS, and FCC regulations.
  • Establish, implement, and maintain policies, procedures, and internal controls supporting government contracting compliance, reporting and fee remittance as appropriate.
  • Partner with Legal, Contracts, and Finance to ensure proper interpretation and application of Public Sector regulations including FAR clauses and requirements.
  • Oversee preparation for government audits, reviews, and compliance assessments from agencies such as the Defense Contract Audit Agency (DCAA) and the Defense Contract Management Agency (DCMA).
  • Ensure compliance with cost accounting, procurement integrity, ethics, and reporting requirements.
  • Responsible for reporting to the various agencies, administration of contracts and helping pursue additional contracts and vehicles.
  • Liaison across departments to assist in maintaining compliance with contract terms and conditions, including but not limited to reporting, maintaining and contract specific price catalogs as well as any fee remittance requirements.
  • Achieve ‘satisfactory’ or better performance evaluations from the corresponding government contract office
  • Negotiating quarterly and annual sales objectives, corporate communications, campaigns and events promoting awareness of Yorktel and the products and services available on contract to internal and external audiences.
  • Develop creative content (draft and final) needed for proposals, internal/external presentations, process/workflow documentation and other purposes.
  • Ensure company compliance with all state and federal contract requirements
  • Make effective use of company-provided IT, including CRM & ERP systems
  • develop a regular cadence for day-to-day, month-to-month and other cyclical contract-related activities.
  • Recognize when a situation calls for senior management or legal guidance.
  • Make use of in-person, virtual, written, social media and other channels to build positive relationships with their government contracting office(s), contract users, suppliers and business partners.
