About The Position

The Director, Global Value and HEOR is a high-visibility strategic and execution-oriented leadership role responsible for defining and driving global and US payer evidence strategy for pipeline assets from early clinical development (Phase 2/3) through regulatory approval and launch. The role has a dual remit: leading global payer evidence generation and serving as the US HEOR lead for assigned assets, including US pre-launch HEOR deliverables, payer field enablement tools, and market access evidence strategies. The Director develops evidence to substantiate the product value story and participates as a core stakeholder in Integrated Evidence Generation Plan governance. The Director translates target product profiles and access ambitions into evidence-generation programs, including early conceptual and global core health economic models, natural history studies, Global Value Dossiers, US AMCP dossiers, and other analyses. The role partners with Clinical Development to integrate global payer, US health plan, and HTA evidence requirements into Phase 2 and pivotal Phase 3 study designs, addressing challenges common in rare diseases such as limited patient cohorts, single-arm designs, surrogate endpoints, and data uncertainty. In partnership with regional teams, including the EU/INT HEOR team, the Director develops HTA evidence strategies and analytical packages such as indirect comparisons, network meta-analyses, and adaptable core models for international HTA bodies and the EU Joint Clinical Assessment. The position requires both strategic leadership and hands-on technical delivery, including managing vendors and, when appropriate, building or quality-checking models and other analyses directly.

Requirements

  • Master’s degree (MSc, MS, MPH, or PhD) in Health Economics, Outcomes Research, Pharmacoeconomics, or a closely related quantitative field.
  • 7–10 years of experience in HEOR, Global Value, or Health Economics in the biopharmaceutical industry or a top-tier HEOR consulting firm.
  • Deep technical and conceptual expertise in health economic modeling, including Markov state-transition, partitioned survival, microsimulation, and decision-tree models.
  • Demonstrated ability to develop creative, defensible economic models in data-sparse pipeline settings and rare diseases.
  • Experience collaborating with Clinical Development, Commercial Development, and Biostatistics teams to influence Phase 2/3 trial design, comparator selection, trial-based resource-use collection, and PRO/HRQoL endpoint selection.
  • Strong familiarity with US managed care and market access, including commercial payers, Medicare Advantage, Medicare Part D/B, Medicaid, and PBMs, and understanding of global HTA frameworks such as EU HTA Regulation/JCA, NICE, G-BA, PBAC, and CADTH.
  • Demonstrated ability to lead HEOR launch-readiness workstreams and deliver Global Value Dossiers, AMCP PIE dossiers, and global indirect comparisons or network meta-analyses under regulatory filing timelines.
  • In-depth knowledge of rare disease and orphan drug evidence challenges, including natural history studies, registries, surrogate endpoints, external control arms, and specialized HTA pathways.
  • Ability to provide strategic leadership while also executing and quality-checking technical models, statistical analysis plans, and dossier sections.
  • Demonstrated success collaborating with regional HEOR teams, particularly EU/INT teams, to co-develop HTA strategies and evidence packages.
  • Ability to influence cross-functional peers and senior leaders without formal authority.
  • Exceptional written and verbal communication skills and an established record of HEOR or clinical publications in peer-reviewed journals, or HTA success.
  • Direct experience leading HEOR strategy and deliverables for pipeline assets, including early Phase 2/3 trial protocol integration, endpoint development, and global launch readiness.
  • Experience managing regional trade-offs in evidence needs during Phase 2/3 protocol development.
  • Launch lead for at least two assets as a US HEOR lead, or as a country-level HTA lead.

Nice To Haves

  • Experience with neurology assets.
  • Preferred above-country HEOR product leadership experience.
  • Direct experience in rare disease, orphan drug, or highly specialized pipeline programs.
  • Demonstrated hands-on experience designing, overseeing, or adapting cost-effectiveness, budget impact, or early conceptual health economic models.
  • Track record of collaborating with regional HEOR teams such as EU/INT to deliver HTA evidence packages.
  • Experience serving as the US HEOR lead or driving US pre-launch HEOR deliverables such as AMCP PIE dossiers, US budget impact models, and payer field enablement; significant exposure to these deliverables from a global role is also relevant.

Responsibilities

  • Partner with Clinical Development, Biostatistics, and Clinical Operations from Phase 2 planning through Phase 3 protocol freeze to integrate global payer, US formulary, and HTA evidence requirements into trial designs.
  • Advocate for value-enhancing trial protocol elements, including appropriate comparators, inclusion and exclusion criteria, treatment lines, and endpoints recognized by HTA bodies and US payers.
  • Collaborate with Patient-Centered Outcomes and Clinical teams to integrate validated patient-reported outcomes, health-related quality-of-life measures, symptom-burden scales, and healthcare resource utilization instruments into pivotal trials.
  • Develop evidence strategies for rare disease assets that address trial limitations through natural history data, biomarkers, and external or historical comparator cohorts.
  • Design and lead early health economic modeling strategies, including conceptual models, headroom and threshold analyses, cost-effectiveness analyses, and budget impact models.
  • Apply appropriate modeling methods to address data gaps, small cohorts, immature outcomes, and trial uncertainty, including dynamic Markov models, Bayesian extrapolation, expert elicitation, and probabilistic sensitivity analyses.
  • Direct the design, development, and validation of transparent, executable global core economic models adaptable for EU/INT HTA submissions and US payer contexts.
  • Serve as the designated US HEOR lead for assigned pipeline assets and develop and execute US pre-launch evidence roadmaps in coordination with US Market Access and US Medical Affairs.
  • Lead development of US AMCP Pre-Approval Information Exchange dossiers, unbranded burden-of-illness dossiers, and US budget impact models for commercial plans, Medicare, and Medicaid audiences.
  • Partner with the US Payer Value and Outcomes team to develop compliant customer-facing economic models, evidence slide decks, and population health tools.
  • Plan for US policy and value assessment impacts, including ICER evaluations, the Inflation Reduction Act, and CMS price negotiations.
  • Lead HEOR workstreams within Launch Readiness Teams and ensure evidence assets are validated, peer-reviewed, and prepared for commercial and regulatory milestones.
  • Oversee development of Global Value Dossiers, systematic literature reviews, and early value communication tools.
  • Partner with EU/INT HEOR colleagues on HTA strategy and analytical packages, including indirect treatment comparisons, network meta-analyses, and country model adaptations for the EU JCA and other international bodies.
  • Collaborate with RWE and epidemiology teams on pre-launch observational research, chart reviews, disease registries, and burden-of-illness evaluations using US and international data sources.
  • Develop and execute payer evidence strategies that substantiate and defend the product value story created by Market Access teams.
  • Participate in Integrated Evidence Generation Plan governance to prioritize, fund, and execute pipeline HEOR and payer evidence priorities.
  • Act as an HEOR authority and collaborator across Clinical Development, Market Access, Medical Affairs, Regulatory Affairs, and Commercial Brand teams.
  • Develop and execute pre-launch scientific publication plans, co-author peer-reviewed manuscripts, and present research at congresses such as ISPOR, AMCP, and disease-specific meetings.
  • Mentor junior HEOR scientists, post-doctoral fellows, and matrix colleagues.
