About The Position

The Director, Global Value and HEOR is a strategic and execution-oriented leadership role accountable for global and US payer evidence strategy across marketed assets in Jazz Pharmaceuticals’ neurology portfolio. The role aims to maximize brand potential, defend product value, secure expanded access, and drive evidence generation throughout the post-launch lifecycle, including label expansions, new formulations, line extensions, and responses to competitive market changes. The Director translates commercial, access, and policy priorities into methodologically rigorous evidence plans and deliverables, including updated global economic models, real-world observational studies, patient registries, Global Value Dossiers (GVDs), and US AMCP dossiers. The role contributes to Integrated Evidence Generation Plan (IEGP) governance and brand strategy forums, and balances broad commercial disease areas with the uncertainty of rare diseases. This position has both global and regional responsibilities. The Director serves as the dedicated US HEOR lead for assigned products, partnering with US Market Access, Pricing & Contracting, US Medical Affairs, and the Payer Field Team, while collaborating with EU/INT HEOR colleagues on HTA reassessments and post-launch evidence packages. The role requires strategic leadership as well as hands-on technical expertise, including managing vendors and, when appropriate, developing models and other deliverables in-house. The Director leads lifecycle evidence strategies for new indications, line extensions, expanded populations, and novel formulations or delivery devices; optimizes payer-relevant evidence in Phase 3b/4 trials and pragmatic studies; and supports indication sequencing and access strategy. For rare disease assets, the role contributes to registries, natural history extensions, and post-authorization studies to address evidence commitments and uncertainty. The role also leads inline value-defense initiatives, global and US evidence deliverables, advanced health economic modeling, payer-field enablement, and cross-functional evidence governance. Responsibilities include maintaining dossiers and evidence reviews, developing compliant payer materials and interactive tools, supporting value-based agreements and policy preparedness, overseeing publications and congress presentations, managing budgets and external partners, and providing informal mentorship and technical guidance across the Evidence and Value Generation department.

Requirements

  • Master’s degree (MSc, MS, MPH) or PhD in Health Economics, Outcomes Research, Pharmacoeconomics, or a closely related quantitative field.
  • Minimum of 7–10 years of experience in HEOR, Global Value, or Health Economics in the biopharmaceutical industry or a top-tier HEOR consulting firm.
  • Demonstrated experience leading HEOR strategy and executing evidence deliverables for marketed pharmaceutical products, including lifecycle management, label expansions, and value defense.
  • Launch lead for at least two assets as a US HEOR lead or country-level HTA lead.
  • Comprehensive working knowledge of the US managed care landscape, including commercial payers, Medicare Part D/Advantage, Medicaid, PBMs, and integrated delivery networks, and global HTA environments including EU HTA Regulation/JCA, NICE, G-BA, and CADTH.
  • Technical expertise building, adapting, and validating economic models, including Markov, partitioned survival, microsimulation, and dynamic budget impact models, using mature real-world and clinical trial data.
  • Track record collaborating with US Market Access, Pricing/Contracting, and Payer Field Teams to develop compliant customer-facing tools, interactive budget models, and AMCP dossiers under applicable HCEI guidance.
  • Understanding of post-launch evidence challenges in rare diseases, including registry management, natural history benchmarks, long-term surrogate endpoint validation, and specialized HTA reimbursement mechanisms.
  • Working knowledge of major US and global healthcare databases, such as IQVIA, Optum, MarketScan, Medicare SAF, disease-specific registries, and electronic health records, and advanced epidemiological methods for comparative research.
  • Ability to collaborate with regional HEOR teams, especially EU/INT, on HTA reassessment packages and local market execution.
  • Ability to balance evidence strategy with hands-on execution of complex deliverables, including dossiers, models, observational research protocols, and publications.
  • Exceptional verbal, written, and presentation skills, with a demonstrated ability to influence cross-functional teams without direct authority and defend methodologies before payers, HTA authorities, and scientific reviewers.
  • Strong peer-reviewed publication record in health economics and outcomes research.

Nice To Haves

  • Experience with neurology assets.
  • Above-country HEOR product leadership experience.
  • Experience as the US HEOR lead or leading US pre-launch HEOR deliverables, such as AMCP PIE dossiers, US budget impact models, and payer-field enablement; significant exposure to these deliverables from a global role is also relevant.
  • Experience conducting post-marketing real-world evidence research, patient registry studies, and economic evaluations in rare diseases, specialized medicine, or complex chronic conditions.
  • Substantial experience collaborating with regional HEOR teams, such as EU/INT, on evidence packages for global HTA reassessments, renewals, or pricing renegotiations.

Responsibilities

  • Lead HEOR evidence-generation strategies supporting supplemental regulatory filings for new indications, line extensions, expanded patient subpopulations, and novel delivery formulations or devices.
  • Partner with Medical Affairs, Clinical Development, and Biostatistics to incorporate payer-relevant comparative endpoints, patient-reported outcomes, and health-related quality-of-life measures into Phase 3b/4 protocols, pragmatic trials, and expanded-access programs.
  • Work with Market Access to evaluate evidence requirements across multi-indication lifecycles and deliver comparative effectiveness and economic evidence to support access after label expansions.
  • Collaborate on long-term prospective registries, natural history extensions, and post-authorization safety and efficacy studies for rare disease assets.
  • Identify competitive threats, standards-of-care shifts, and generic or biosimilar erosion; design and execute comparative effectiveness, adherence, and burden-of-illness studies to defend product differentiation and access positioning.
  • Partner with EU/INT HEOR colleagues to develop evidence strategies and analytical packages for HTA reassessments, conditional reimbursement reviews, and price renegotiations.
  • Design real-world data collection programs to fulfill post-launch evidence commitments and support conversion of conditional or temporary reimbursement into permanent access.
  • Direct updates and maintenance of Global Value Dossiers, systematic literature reviews, and meta-analyses.
  • Serve as the designated US HEOR lead for assigned inline products, translating brand and access priorities into health economic deliverables.
  • Lead authoring, annual maintenance, and reactive dissemination of AMCP dossiers, unbranded value summaries, and state Medicaid submission dossiers.
  • Partner with the US Payer Field Team and US Medical Affairs to develop and provide training on customer-facing economic models and reactive scientific presentations.
  • Ensure US HEOR deliverables, economic models, and field materials comply with applicable requirements for communicating health care economic information, including FDAMA Section 114, the 21st Century Cures Act, and FDA guidance.
  • Collaborate with US Market Access, Pricing, and Contracting to assess outcomes-based risk-sharing agreements and define measurable real-world endpoints and tracking frameworks using claims or EHR data.
  • Monitor US health policy developments and prepare evidence plans and materials concerning policy changes and evaluations by ICER and other value assessment bodies.
  • Formulate and execute health economic modeling strategies for marketed products, including cost-effectiveness, cost-utility, budget impact, and cost-offset models.
  • Adapt early trial-based models using mature clinical and real-world data, including long-term survival, treatment patterns, adherence, and observational utility weights.
  • Use appropriate modeling approaches to address complex treatment sequencing, switching, and heterogeneous rare disease trajectories.
  • Build transparent, user-friendly US commercial, Medicare Advantage, and state Medicaid budget impact models with customizable formulary, rebate, and market penetration scenarios.
  • Represent GVHEOR for marketed brands in IEGP governance and align post-marketing studies and budgets with brand objectives and timelines.
  • Partner with Market Access and cross-functional teams, including Medical Affairs, Commercial Brand Leads, Regulatory Affairs, Biostatistics, and RWE, to align post-launch evidence initiatives with product value and business priorities.
  • Lead post-marketing HEOR publication plans, write and submit manuscripts to peer-reviewed journals, and present evidence at congresses.
  • Manage project budgets and oversee external HEOR consultancies, academic partners, and contract research organizations to ensure quality, timeliness, and budget compliance.
