About The Position

The Director, Global Value and HEOR is a high-visibility strategic leadership and hands-on execution role within the Evidence and Value Generation department. The role is accountable for defining and executing global and US payer evidence strategies in Oncology. It leads global HEOR activities and strategies in gastroesophageal adenocarcinoma (GEA), preparing the asset for commercial and reimbursement milestones worldwide, and serves as the lead HEOR partner for an Oncology asset’s expanding clinical pipeline. The Director integrates payer and Health Technology Assessment requirements into Phase 2 and Phase 3 development programs, including earlier lines of therapy, novel combinations, and broader HER2-expressing solid tumors. The role combines global strategy with direct US operational HEOR delivery. It substantiates the value narrative developed by Market Access through rigorous, peer-reviewed and commercially compelling evidence. The Director partners with the EU/INT HEOR team on European and international HTA evidence packages, including EU Joint Clinical Assessment readiness, while leading US access deliverables such as AMCP dossiers, formulary budget impact models, and Payer Field Team enablement. The position requires strategic expertise and direct execution, including vendor management and, where appropriate, in-house modeling. The Director leads US HEOR strategy and execution; integrates payer, HTA, and reimbursement evidence needs into clinical trials; develops and oversees health economic models and global evidence assets; supports HTA submissions and real-world evidence initiatives; and leads HEOR launch readiness, lifecycle management, label expansion, and post-launch value defense. The role also contributes to IEGP governance, cross-functional collaboration, scientific dissemination, mentorship, and compliance.

Requirements

  • Master’s degree (MSc, MS, MPH, or PhD) in Health Economics, Outcomes Research, Pharmacoeconomics, or a closely related quantitative field.
  • Seven to ten years of experience in HEOR, Global Value, or Health Economics in the biopharmaceutical industry or a top-tier HEOR consulting firm.
  • Deep working knowledge of US managed care, including commercial health plans, PBMs, Medicare Part B and D, and Medicaid, as well as major international HTA systems such as EU JCA, NICE, G-BA, and CADTH.
  • Thorough familiarity with US payer communication compliance standards, including FDAMA Section 114 and the 21st Century Cures Act.
  • Advanced technical and conceptual expertise in health economic modeling, including Markov state-transition models, partitioned survival models, microsimulation, and discrete event simulation.
  • Ability to develop modeling frameworks for data uncertainty, small patient cohorts, and novel clinical trial endpoints.
  • Demonstrated experience partnering with US Payer Field Teams to develop interactive customer-facing economic models and value presentation tools.
  • Practical understanding of rare disease and orphan drug evidence challenges, including small samples, registries, natural history studies, external control arms, and specialized HTA pathways.
  • Proven record leading HEOR workstreams for global and US launch preparation, launch governance, lifecycle management, label expansions, and value defense.
  • Experience collaborating with Clinical Development and Biostatistics to influence Phase 2 and Phase 3 study designs, comparator selection, and integration of HEOR and PRO endpoints.
  • Strategic understanding of US health policy developments, including the Inflation Reduction Act and CMS price negotiations, and experience preparing for or responding to value assessment bodies such as ICER.
  • Ability to set global and US evidence strategies while directly executing and authoring complex deliverables, including AMCP dossiers, GVDs, NMAs, economic models, and RWE protocols.
  • Exceptional matrix leadership and cross-functional collaboration skills, including experience mentoring junior researchers.
  • Proven experience managing multi-million-dollar research budgets, conducting vendor selection, and directing external CROs and academic partners to deliver on time and on budget.
  • Demonstrated track record leading HEOR strategy and executing evidence deliverables for marketed pharmaceutical products, including lifecycle management, label expansions, and value defense.
  • Deep understanding of US payer and population health decision-makers, including Oncology Pathways.
  • Experience managing regional trade-offs in evidence needs during Phase 2 and Phase 3 protocol development.
  • Experience as launch lead for at least two assets as a US HEOR lead or country-level HTA lead.

Nice To Haves

  • Experience with oncology assets.
  • Above-country HEOR product leadership experience.
  • Experience serving as the US HEOR lead or driving US pre-launch HEOR deliverables such as AMCP PIE dossiers, US budget impact models, and payer field enablement, or significant exposure to these deliverables in a global role.
  • Experience conducting post-marketing RWE, patient registry studies, and economic evaluations in rare diseases, specialized medicine, or complex chronic conditions.
  • Substantial experience collaborating with regional HEOR teams, such as EU/INT, on evidence packages supporting global HTA reassessments, renewals, or pricing renegotiations.
  • Strong peer-reviewed publication record in health economics and outcomes research.

Responsibilities

  • Serve as the designated US HEOR lead, translating access and reimbursement priorities into evidence strategies that support commercial, Medicare Part B and Part D, and Medicaid access.
  • Lead authoring, execution, and annual updates of US evidence assets, including AMCP dossiers, commercial and Medicare budget impact models, and state Medicaid submission packages.
  • Partner with the US Payer Field Team to develop customer-facing economic models, slide decks, and digital tools, ensuring compliance with applicable laws, FDA guidance, and corporate standards.
  • Monitor US health policy developments, including the Inflation Reduction Act, CMS Drug Price Negotiation, and Part D redesign, and prepare evidence roadmaps and responses for value assessments such as ICER reviews and NCCN Evidence Blocks.
  • Collaborate with US Market Access on innovative payment models and provide methodological guidance on endpoints for value-based contracts and risk-sharing arrangements.
  • Work with Clinical Development, Biostatistics, and Clinical Operations to embed payer-, HTA-, and reimbursement-relevant evidence needs into Phase 2 and Phase 3 protocols.

  • Formulate and execute health economic modeling strategies across the product lifecycle, including conceptual models, cost-effectiveness and cost-utility analyses, and budget impact models.
  • Develop modeling approaches for uncertainty, small cohorts, immature survival data, and trial uncertainty, using approaches such as dynamic disease modeling, Bayesian extrapolation, expert elicitation, and scenario testing.
  • Direct development and validation of transparent, adaptable global core economic models for use by global, regional, and US teams.
  • Lead end-to-end payer evidence generation strategies and execute global evidence assets, including Global Value Dossiers, systematic literature reviews, and global evidence libraries.
  • Partner with EU/INT HEOR colleagues on HTA strategy and evidence packages, including indirect treatment comparisons, network meta-analyses, and economic model adaptations for bodies such as EU JCA, NICE, SMC, G-BA, HAS, and CADTH.
  • Collaborate with RWE, epidemiology, and data analytics colleagues on natural history studies, burden-of-illness evaluations, treatment patterns, and comparative effectiveness analyses using claims, EHR data, and disease registries.
  • Lead HEOR launch-readiness workstreams and ensure timely delivery of core access assets aligned with regulatory milestones and launch roadmaps.
  • Develop lifecycle evidence strategies for supplemental indications, line extensions, new formulations, and patient subpopulations.
