About The Position

This position leads the organization’s financial planning, budgeting, and analysis functions to support strategic decision-making and operational excellence. This role oversees the development of financial models, forecasts, and reporting processes, ensuring alignment with enterprise goals. Time is focused on business group oversight, as well as enterprise-wide stakeholder engagement. Primary duties include technical and operational leadership and oversight, as well as resource, relationship, and people management. This position provides input into strategic plans for Finance, as well as the broader organization. This is a hybrid position with the expectation to be in the office 2-3 days per week. We are looking for candidates in the Portland Metro area. Requirements

  • Minimum 10 years’ related work experience
  • Understanding of Medicaid and Medicare programs
  • Understanding of healthcare claims and billing practices
  • Understanding of GAAP and statutory accounting practices
  • Proficient in MS Office applications, including Excel, Word, and PowerPoint
  • Strong people management and motivational skills to effectively coach, teach and mentor a team
  • Strong critical thinking and analytical skills; ability to lead assessments of potential financial impacts relating to new business concepts or decisions
  • Excellent interpersonal, written and verbal communications skills
  • Ability to speak to all audiences, especially communication of technical matters to non-technical audiences
  • Ability to deliver work product appropriate for executive leadership and the Board
  • Ability to meet deadlines, manage multiple tasks and effectively prioritize work
  • Ability to adapt to change, delays, and unexpected events in the work environment
  • Ability to work effectively with diverse individuals and groups
  • Ability to learn, focus, understand, and evaluate information and determine appropriate actions
  • Ability to accept direction and feedback, as well as tolerate and manage stress
  • Ability to see, read, and perform repetitive finger and wrist movement for at least 6 hours/day

Nice To Haves

  • Minimum 4 years’ experience in a supervisory position
  • Minimum 5 years' experience in health care or insurance
  • Bachelor’s degree in accounting, business, or related field
  • Experience specific to Medicaid and Medicare plans
  • Understanding of CMS and OHP risk scoring methodologies helpful

Responsibilities

  • Direct financial planning and operations activities across the enterprise, in support of all lines of business.
  • Partner with cross-functional teams to drive financial performance, optimize resources, and provide actionable insights to senior leadership.
  • Direct the development of the annual org-wide budget/planning cycle and quarterly forecasts.
  • Provide leaders across the enterprise with budgets, forecasts, analysis, and research to assist in decision making and strategic planning.
  • Serve as a strategic advisor to Finance leadership team, monitoring budgets, allocations, and variances.
  • Collaborate with the corporate strategic planning, project management, and shared service functions to complete the annual budget and planning cycle.
  • Lead the on-going development of Adaptive Planning and Workday Budget by providing subject matter expertise and design requirements to ensure appropriate business outcomes
  • Oversee the development of financial modeling methodologies to support business needs.
  • Develop and oversee the position control process, reports FTE budget variances to accountable leaders.
  • Develop and regularly monitor and report on performance against metrics.
  • Lead process improvement efforts.
  • May serve as a sponsor or chair for key projects and initiatives.
  • Provide staff with ongoing understanding of the strategic and operational direction of the company.
  • Collaborate with Risk Adjustment, Rate Development, Actuarial and Finance Business Partner teams.
  • Work with the Internal Audit department to identify fraud, waste, and abuse.
  • Participate in the development of vision, goals, and strategic plans.
  • Develop short- and long-term plans and policies; oversee the development and execution of standard operating procedures.
  • Identify, support, and monitor initiatives to support cost savings and revenue optimization programs.
  • Maintain a business unit view while establishing department priorities, being cognizant of broader business unit and organizational impacts.
  • Recommend budget updates in alignment with short- and long-term plans.
  • Manage resources to ensure priorities are accomplished.
  • Approve resource allocations within budget, including people, finances, and timelines; make decisions on exceptions.
  • Lead effective communications ensuring a collaborative culture.
  • Build and ensure effective relationships across internal teams and external organizations for current or future integration.
  • Partner with internal leaders and managers in identifying improvement plans and processes.
  • Represent CareOregon in external meetings and functions, providing productive leadership presence and effectiveness.
  • Direct team(s) and establish team direction and goals in alignment with the organizational mission, vision, and values.
  • Identify work and staffing models; recruit, hire, and oversee a team to meet work needs, using an equity, diversity, and inclusion lens.
  • Identify department priorities; ensure employees have information and resources to meet job expectations.
  • Lead the development, communication, and oversight of team and individual goals; ensure goals, expectations, and standards are clearly understood by staff.
  • Manage, coach, motivate, and guide employees; promote employee development.
  • Incorporate guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making.
  • Ensure team adheres to department and organizational standards, policies, and procedures.
  • Evaluate employee performance and provide regular feedback to support success; recognize strong performance and address performance gaps and accountability (corrective action).
  • Perform supervisory tasks in collaboration with Human Resources as needed.
