REYNOLDS AMERICAN has an exciting opportunity for a Director, External Relations – Tax Engagement & Industry Relations in Winston Salem, NC. This position will lead advocacy and stakeholder engagement efforts focused on tax policy, anti-illicit trade initiatives, and industry growth. Develop and maintain relationships with policymakers, regulators, law enforcement partners, trade associations, manufacturers, wholesalers, and retailers to advance organizational priorities and strengthen industry collaboration. This position will also be directly responsible for tax policy engagement, anti-illicit trade advocacy, and strategic industry relationship development by partnering with policymakers, regulators, enforcement agencies, trade associations, and key business stakeholders to advance legislative and regulatory objectives. Effective representation of organizational priorities before external stakeholders and industry leaders is paramount.

Requirements

  • Bachelor’s degree in public policy, Taxation, Political Science, Business, Economics, Government Affairs, or a related field.
  • 5-10+ years of experience in government affairs, tax policy, regulatory affairs, trade association management, external relations, or industry advocacy.
  • Experience working with federal and state legislatures, regulatory agencies, and external stakeholders.
  • Strong understanding of tax policy, legislative processes, and regulatory frameworks.
  • Excellent written, verbal, and presentation skills.
  • Proven ability to build and maintain influential professional relationships.
  • Strong analytical and strategic thinking capabilities.

Nice To Haves

  • Experience in highly regulated industries.
  • Knowledge of excise taxation, product registration/licensing systems, compliance programs, and enforcement frameworks.
  • Established network among policymakers, trade associations, and industry leaders.
  • Experience managing coalitions and multi-stakeholder initiatives.

Responsibilities

  • Engage state and federal associations on excise tax, regulatory, and compliance issues.
  • Lead anti-illicit trade initiatives, including coordination with enforcement agencies and industry stakeholders.
  • Build and expand strategic relationships with tax focused trade associations, industry partners, and emerging market participants.
  • Monitor legislative and regulatory developments and develop advocacy strategies.
  • Represent organization at industry meetings, conferences, and coalition events.
  • Collaborate with stakeholders to promote fair taxation, supply chain integrity, and responsible business practices.
  • Identify opportunities for new partnerships and industry engagement that support organizational objectives.
