About The Position

The Director Environmental Programs has responsibility for leading and managing environmental compliance across the Amtrak system; leading implementation and maintenance of the Amtrak Environmental Management System (EMS); and leading Amtrak’s environmental remediation and risk reduction project program. Responsible for overseeing environmental project planning, budget development and forecasting, and internal controls supporting the Environmental Reserve. Prepares reports and presentations on Amtrak EMS progress and project performance for management and outside agencies. Develops and maintains environmental procedures and training programs.

Requirements

Bachelor’s degree in Environmental Engineering, related sciences, or Environmental Management.
10+ years of successful experience successfully managing and leading environmental compliance programs, environmental management systems or other management systems (such as quality or safety), and training programs in comparable industrial settings.
Experience in successfully managing and implementing environmental remediation projects.
Supervisory experience in environmental or similar field.
Expert knowledge of environmental regulations, policies and programs
Excellent written and verbal communication skills
Excellent presentation skills and training delivery
Experience developing and producing program process and outcome metrics
Strong interpersonal and leadership skills
Strong people management skills
Experience using PC-based software programs including spreadsheets (Microsoft Excel); Microsoft Word, and PowerPoint presentation software

Responsibilities

Oversee development of comprehensive, environmental procedures, manuals and guidance documents that will assist Amtrak in compliance with all applicable Federal, State and local environmental laws and regulations.
Develops and implements the strategic plan and focus of Amtrak’s environmental program, including goal development and performance tracking to support continuous improvement.
Directs the development of environmental training programs for compliance with applicable Federal, State and local environmental laws and regulations.
Guides and monitors implementation of Amtrak’s comprehensive EMS. Coordinates appropriate stakeholders to establish goals and to develop reports on EMS metrics, including maintaining EMS documentation structure and document control procedures.
Provides leadership and direction to a cross-company EMS Steering Committee.
Manages the corporate environmental team with territorial responsibility for environmental compliance and environmental projects.
Provides guidance and support to Operations’ Facility Managers, General Managers and field Environmental Specialists on the design and implementation of their environmental compliance strategies and programs to ensure compliance with applicable environmental laws, regulations, and Amtrak Environmental Policy.
Works with others in developing, monitoring, and reporting on Amtrak environmental initiatives, programs and metrics.
Oversee the environmental review process for all Amtrak projects and manage resolution of environmental issues that arise on Capital Delivery projects.
Oversees development and implementation of the five-year plan for environmental projects, as well as annual budgeting and monthly forecasting.
Ensures implementation of internal controls for estimating Amtrak’s environmental liability and oversight of the Environmental Reserve reporting process and related financial audit.
Provides updates to senior managers on progress of environmental projects and program.
