About The Position

The Director of the Climate Finance Division (CFD) is a leadership role within Kiribati's Ministry of Finance and Economic Development (MFED) responsible for managing the division during a period of significant growth and development. The role will support the Government of Kiribati to lead the CFD and strengthen its strategic approach to accessing multilateral climate funds. The Director’s responsibilities are closely aligned with the National Climate Financing Strategy for the Republic of Kiribati (2025–2027). Key duties include mentoring CFD Support Officers and spearheading the development of a "sustainability plan" to ensure the division remains viable beyond 2026. The role also serves as a critical focal point for the division, requiring a candidate with extensive experience in the field, such as prior work advising on the Green Climate Fund (GCF) board.

Requirements

  • Master's degree with 3 years' experience OR Degree with at least 10 years working experience (environmental, climate change, disaster risk, project management and other relevant field)
  • Possess broad knowledge of climate change in Kiribati (someone live in Kiribati for more than 10 years since they can connect with people and know how things in Kiribati were done)
  • Ability to multi-task and work at pace
  • Be open-minded, keen to listen and learn and respectful.
  • Commitment to meeting deadlines in accordance with set service level agreements.
  • Commitment to building relationships in a team environment.
  • Demonstrated aptitude for living and working effectively in a remote, resource-constrained and cross cultural context.
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, PSEAH, prevention of human trafficking, environmental protection, anti-corruption and other MFAT safeguarding policies.
  • Degree in Economics, Accounting, Public Finance, International Development or other relevant field
  • 10 years or more of relevant experience in development finance.
  • A strong background in climate change and environmental issues.
  • End to end program and project management experience, including multi-project coordination, project financial management, proposal and report writing, and resource mobilisation.
  • Demonstrated knowledge in emerging environmental issues and challenges (including climate change) in the Pacific Islands region.
  • Demonstrated professional leadership and ability to lead a team, including the ability to coach and mentor staff.
  • Credible experience working with development donors, multilateral donors, and those donors funding climate change programs.
  • Strong interpersonal skills with a demonstrated ability to build relationships with diverse groups
  • Experience with change management processes including establishing new organisational divisions, recruitment, and development of new business systems and processes to facilitate the new functionality
  • Excellent written and verbal communication skills including facilitation and presentations.
  • Experience in cost benefit analysis and non-market valuation.
  • Demonstrated understanding of database principles with strong computer skills (MS Office suite preferred)

Nice To Haves

  • Master’s degree in a relevant field such as Science, Sustainability, Finance, Environmental Management, Public Policy
  • Experience in development finance in the Pacific region.
  • Familiarity with multilateral agencies (World Bank, Asian Development Bank, United Nations Development Programme, Secretariat of the Pacific Regional Environment Programme, etc.)
  • Understanding of and commitment to Communications and Monitoring, Evaluation, Results and Learning (MERL)
