With delegated authority from the Vice President, Chief Contracting and Procurement Officer, the Director, Capital/Facilities Contracting and Procurement provides strategic leadership, oversight, and administration of the University of the District of Columbia's architectural, engineering, and professional services contracting and procurement programs for capital construction and facilities. The position is responsible for directing the full lifecycle of complex, high-value procurements and contracts, ensuring compliance with applicable laws, regulations, policies, and industry best practices while supporting the University's capital development and facilities management objectives. University leadership and stakeholders on procurement, contracting, and risk management for capital and facilities projects. This role exercises a high degree of independent judgment, discretion, and decision-making authority in managing complex construction and professional services procurements that include planning, solicitation development, contract award, administration, performance management, and closeout. The Director is accountable for ensuring transparency, integrity, fiscal stewardship, and compliance throughout the contracting process, while balancing operational, financial, and project delivery objectives. Work is subject to periodic audit and review for compliance and effectiveness. The Director supervises contracting and procurement staff and is responsible for establishing priorities, directing work activities, and promoting continuous improvement in contracting and procurement processes. This position is distinguished by its strategic scope, leadership responsibilities, and authority in managing the University's most complex and mission-critical capital and facilities contracting initiatives.
