About The Position

The Oklahoma Military Department is a state agency responsible for the administration of the Oklahoma Army and Air National Guard to ensure units and personnel are readily available when called to support the state and nation. It’s a unique state and federal relationship accomplished through various Cooperative Agreements with the National Guard Bureau. This procurement position is an integral part of that process assigned to the Comptroller Division working closely with the staff and members of the federal programs. The Military Department prides itself on customer service and the ability to work together as a team.

Requirements

  • Associate degree or two years of college, with preference for Business, Finance or Accounting coursework or closely related field. Four years of State of Oklahoma purchasing experience may substitute for education requirement.
  • Two years’ related experience in purchasing.
  • Proficient with Microsoft Office Suite (specifically Excel and Word).
  • Ability to read and interpret laws, regulations and policies.
  • Resume and transcript (if applicable) are required
  • Contingent on a favorable background check
  • Contingent on a favorable pre-employment drug & alcohol screening
  • Tier 1 security clearance
  • Must maintain a valid driver’s license
  • Obtain Certified Procurement Officer certification within 3 months of being placed in this position
  • 12-month trial period for new hires

Nice To Haves

  • Budget forecasting experience a plus.
  • Preference will be given to current State of Oklahoma Certified Procurement Officers and personnel experienced in PeopleSoft financials.

Responsibilities

  • Successfully work as part of a contracting team to provide support to agency personnel requesting goods and services.
  • Effectively communicate and advise agency personnel on the state and federal purchasing rules, regulations and laws.
  • Review purchase requisitions and confer with departments regarding requirements, specifications, quantity, quality and delivery.
  • Make recommendations concerning products and services, identify available sources of supply, and determine the appropriate method of acquisition.
  • Prepare solicitation packages; schedule bid meetings; evaluate bids for accuracy and compliance; and recommend award to responsible bidder.
  • Execute contracts, purchase orders, change orders and other documents within delegated authority.
  • Perform contract administration, including liaison between vendors and departments, compliance with contract terms and conditions, compliance with grant requirements, negotiation of contract amendments, extensions and change orders.
  • Process and audit individual purchase card transactions in accordance with policy.
  • Reconcile outstanding encumbrances with department personnel.
  • Assist the CFO in the development of the agency’s Internal Purchasing Policy.
  • Maintain integrity and professionalism when representing the agency at public and private sector meetings.
  • Prepare various financial reports related to the procurement area.
  • Proficient with Microsoft Office Suite (specifically Excel and Word).
  • Participate in on-going training to maintain annual CPO certification.
  • Perform other related duties as assigned.
