About The Position

Provides strategic and operational leadership for Austin Community College’s (ACC) Skilled Workforce Training initiatives. The Director is responsible for aligning Continuing Education (CE) programs with credit-bearing career pathways, developing partnerships with industry and community stakeholders, and, in coordination with the Dean, overseeing the ACC Infrastructure Academy. This position supports the college’s mission of expanding access to high-demand, high-wage careers in the skilled trades and built environment sectors.

Requirements

• Bachelor’s degree or higher.
• Five (5) years of related experience including one (1) year of supervisory experience.
• Understand and perform administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
• Apply principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
• Basic principles of college-level administration.
• Ability to utilize effective communication techniques and strategies.
• Operate standard office equipment including computers, telephones, copiers, and scanners.
• Follow and apply knowledge of college policies and procedures.
• Demonstrate required skills, and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
• Make decisions based on thorough analysis of issues and sound judgment.
• Exhibit strong interpersonal skills, tact, discretion, and the ability to effectively communicate with a wide range of individuals and constituents in a multicultural college community.

• Use query and control language tools, web technology, client-server technology, data extraction and reporting, troubleshooting enterprise software applications, testing new program releases and patches, and integrating data from external sources.
• Subject to standing, walking, sitting, bending, reaching, and occasional lifting of objects up to 10 pounds.
• Travel within the region and occasional evening or weekend work may be required.

• Master’s degree in Education, Workforce Development, Applied Technologies, or a related field.
• Progressively responsible experience with demonstrated success in program development, Continuing Education-to-credit alignment, partnership management, and career pathway and curriculum integration across training and academic programs.
• Demonstrated success managing complex, multi-stakeholder initiatives, including project planning, execution, evaluation, budgeting, resource allocation, and program sustainability.
• Background in grant development, grant writing, funding support efforts, and compliance administration.
• Expertise in public-private partnership development and stakeholder engagement, including collaboration with industry, labor unions, workforce boards, and community-based organizations.
• Experience in financial and operational management, including budgeting, resource allocation, program sustainability, and oversight of multi-stakeholder initiatives.
• Project management expertise, including planning, execution, and evaluation of complex, cross-functional initiatives.
• Knowledge of workforce development strategies, labor market trends, performance-based outcome measurement, and labor market data tools (e.g., EMSI/Burning Glass, Texas LMI) to support alignment with regional and state workforce needs.
• Knowledge of skilled technical workforce and built environment sectors, including industry certifications, licensing requirements, emerging workforce trends, and training and mobility pathways.
• Knowledge of community college systems, including Continuing Education (CE) to credit integration, stackable credential models, and guided career pathways, along with curriculum design principles, instructional design techniques, and instructional elements supporting effective workforce training program development and delivery.
• Ability to analyze data, develop key performance indicators (KPIs), and produce reports to support data-informed decision-making and continuous improvement.
• Proficiency in the use of learning management systems (e.g., Blackboard, Canvas).
• Knowledge of grant writing processes, funding development efforts, and related proposal activities.
• Ability to build and maintain partnerships with industry, workforce boards, labor organizations, and community stakeholders.
• Strong organizational and project management skills, including the ability to manage multiple priorities and cross-functional initiatives simultaneously.

Responsibilities

• Provides strategic and operational leadership for ACC’s Skilled Workforce Training initiatives.
• Aligns Continuing Education (CE) programs with credit-bearing career pathways.
• Develops partnerships with industry and community stakeholders.
• Oversees the ACC Infrastructure Academy in coordination with the Dean.
• Leads the development and implementation of strategic plans to align skilled technical workforce Continuing Education programs with ACC’s credit programs and guided pathways.
• Develops and implements operational policies, procedures, and quality standards for workforce training programs.
• Oversees the daily operations, partnerships, and strategic growth of the ACC Infrastructure Academy.
• Coordinates with ACC Dean of Applied Technologies, divisional department chairs, and faculty to facilitate articulation agreements and stackable credentials.
• Develops and manages partnerships with industry, labor unions, workforce boards, municipal agencies, and community-based organizations.
• Develops customized workforce training solutions and employer-sponsored training partnerships.
• Leads outreach and recruitment initiatives aimed at increasing participation and promoting skilled workforce programs.
• Oversees, supervises, and evaluates training coordinators, assigned staff, and contractors.
• Develops, administers, and monitors departmental and grant-funded budgets; approves expenditures and ensures compliance with ACC fiscal policies.
• Identifies funding opportunities, and supports grant development efforts.
• Collaborates with ACC’s Marketing and Public Information Office to promote skilled workforce programs and Infrastructure Academy initiatives.
• Represents ACC at local and regional workforce boards, chambers of commerce, city planning meetings, and other public forums.
• Develops and monitors key performance indicators (KPIs), prepares reports, and makes data-informed decisions.
• Monitors workforce and student outcomes including enrollment, completion, credential attainment, employment placement, wage progression, and industry engagement metrics.
