About The Position

The Director, Infrastructure is accountable for the strategic leadership, governance, and oversight of IRC’s infrastructure portfolio, including Housing Programs, the Elders’ Home Repair Program, and the Major Projects Department. This role is senior and advisory in nature. The Director provides executive‑level direction, oversight, and assurance rather than day‑to‑day operational project management. The position ensures that infrastructure initiatives are well‑designed, appropriately funded, risk‑managed, compliant with funding agreements, and aligned with IRC’s strategic priorities, community needs, and the long‑term interests of Inuvialuit Beneficiaries. The role is based in the ISR and requires regular engagement with communities, contractors, partners, and internal teams.

Requirements

  • Post-secondary education in engineering, construction management, project management, planning, business, or a related field.
  • Senior leadership experience overseeing infrastructure, housing, or capital programs of similar scale and complexity.
  • Proven track record in governance and strategic oversight of complex, multi‑million‑dollar infrastructure or capital programs.
  • Senior-level experience integrating project management principles to establish effective governance frameworks, risk controls, and assurance processes for large-scale initiatives.
  • Demonstrated ability to provide high-level advice and assurance to senior executives and Boards on priorities, timelines, and delivery confidence.
  • Extensive experience operating in northern, remote, and/or Indigenous contexts, with a deep understanding of logistical challenges, cultural considerations, and stakeholder engagement practices required for successful program delivery.

Nice To Haves

  • Lived experience within the Inuvialuit Settlement Region or demonstrated experience working in Northern Indigenous governance contexts
  • Professional designation (e.g., P.Eng., PMP) or advanced education in infrastructure or governance fields.

Responsibilities

  • Provide executive-level direction, oversight, and assurance for infrastructure initiatives.
  • Ensure infrastructure initiatives are well-designed, appropriately funded, and risk-managed.
  • Ensure compliance with funding agreements and regulatory requirements.
  • Align infrastructure initiatives with IRC’s strategic priorities, community needs, and the long-term interests of Inuvialuit Beneficiaries.
  • Engage with communities, contractors, partners, and internal teams.
