About The Position

BIXI is a key player in sustainable mobility in the Montreal metropolitan area and the Estrie region, with a network of over 12,500 bikes and 1,000 stations across 13 cities in Quebec. Its vision is to transform the urban experience through active, accessible, innovative, and collaborative mobility. Created in 2014 by the City of Montreal, BIXI Montreal is a non-profit organization that manages the bike-sharing system in the greater Montreal area. The purpose of this role is to define, develop, and lead the organizational HR strategy in alignment with BIXI's business objectives. As a strategic partner to the management committee, the incumbent will foster a strong culture, attract and retain talent, and optimize human performance to support the company's growth. They will manage key HR levers: talent, succession, training, employer brand, compensation, and alignment with the strategic vision.

Requirements

  • Bachelor's degree in Human Resources Management, Industrial Relations, or a related field.
  • Minimum of 10 years of relevant experience, including 5 years in management and leadership roles.
  • Demonstrated experience in a high-growth environment and in change management.
  • Member of the Ordre des conseillers en ressources humaines agréés.
  • Skills in planning and strategic management.
  • Very good knowledge of laws applicable to human resources management.
  • Mastery of written and spoken French.
  • Knowledge of spoken and written English to communicate with various international partners.
  • Mobilizing leadership, political acumen, ability to influence and play a consulting role.
  • Excellent interpersonal and communication skills, fostering the development and maintenance of harmonious relationships with various stakeholders.
  • Respect for ethical rules regarding the management of confidential files.
  • Ability to mobilize, coach, and develop one's team.
  • Ability to work with stakeholders at different hierarchical levels.

Responsibilities

  • Imagine and design a clear HR vision consistent with the organization's mission, values, culture, and strategic plan.
  • Determine orientations, objectives, and priorities for talent management and develop action plans to achieve established goals.
  • Continuously adapt the HR strategy to economic, technological, and social changes.
  • Through leadership, maintain a harmonious, stimulating, fair, and equitable work environment, and foster a strong organizational culture.
  • Lead activities related to organizational changes impacting talent and utilize change management expertise (e.g., transformation, new technologies, etc.).
  • Plan, organize, coordinate, coach, and supervise all activities, services, and programs within their sector: recruitment, compensation, labor relations, training, organizational development, succession planning and workforce planning, health and safety, social benefits, working conditions, employee assistance, performance appraisal, pension plans and programs, salary and payroll processing, etc.
  • Demonstrate leadership and provide necessary direction for their department's activities.
  • Implement HR performance indicators, monitor them, evaluate results against set objectives, provide recommendations, and ensure the implementation of necessary improvement measures.
  • Ensure compliance with laws and regulations related to HR activities under their responsibility (e.g., pay equity, labor standards, personal data protection, etc.).
  • Raise awareness among different administrative levels (Board of Directors, senior management, directors) on the importance of sound talent management. Advise and support managers in managing HR within their respective sectors.
  • Develop the department's operational budget and control expenditures according to current policies.
  • Create and maintain a quality of work life and a satisfactory and stimulating climate. Identify and analyze professional relations issues and take necessary measures to resolve them.
  • Meet and evaluate team members to define work objectives and the means to achieve them.
  • Plan and propose the training plan for employees under their responsibility, ensuring their knowledge and employability are kept up-to-date.
  • Act as a company representative, demonstrating respect for established values.
  • Develop and maintain sustained relationships with various departments.
  • Lead various working committees and provide alignment to guide strategic decisions.
  • Represent BIXI and the Human Resources Directorate in meetings with partners.
  • Participate in various conferences, congresses, committees, and working groups related to their field of activity.
