About The Position

EBC is seeking an experienced Bid Director to lead the pursuit of major business opportunities in the infrastructure sector across Canada. This strategic role is responsible for managing the entire proposal development process, from opportunity evaluation to final submission, while coordinating multidisciplinary teams to produce winning bids for projects valued from several hundred million to several billion dollars. Requirements

  • Bachelor's degree in Civil Engineering, Construction Management, Engineering, or a related discipline.
  • Minimum of 7 years of experience in managing bids, proposals, pre-construction projects, or estimating for major civil engineering or infrastructure projects.
  • Demonstrated experience in complex bid processes for transportation, bridges, tunnels, railways, marine infrastructure, highways, or other major civil engineering projects.
  • Solid understanding of Canadian infrastructure project delivery and procurement models, including Design-Build (DB), Progressive Design-Build (PDB), Public-Private Partnerships (P3), Construction Management (CM), Alliance, and other collaborative delivery methods.
  • Proven ability to lead multidisciplinary teams and manage multiple bid processes simultaneously under demanding timelines.
  • Strong business acumen and a good understanding of risk allocation, contractual structures, and project procurement strategies.
  • Excellent writing, verbal communication, and presentation skills, with a keen attention to detail.
  • Excellent organizational, analytical, problem-solving, and stakeholder management skills.
  • Proficiency in Microsoft Office Suite; knowledge of scheduling software (Primavera P6 or Microsoft Project), estimating systems, and collaborative proposal management platforms is an asset.
  • Bilingualism (French and English) is an asset for national projects and bid processes.

Responsibilities

  • Lead the entire bid cycle for major infrastructure projects, from opportunity evaluation to proposal submission and client presentations.
  • Develop and implement winning bid strategies aligned with EBC's business objectives, client priorities, and the company's competitive positioning.
  • Review procurement documents, technical requirements, plans, specifications, and commercial terms to identify project risks, opportunities, and key success factors.
  • Coordinate multidisciplinary teams including estimating, engineering, construction, planning, procurement, design partners, construction partners, and technical experts.
  • Develop and manage detailed bid preparation schedules to ensure all deliverables are produced accurately and on time.
  • Oversee the preparation of technical proposals, methodologies, execution plans, project schedules, and other submission documents.
  • Facilitate proposal planning meetings, progress reviews, risk management workshops, and management approval processes.
  • Collaborate closely with estimating leads to develop pricing strategies that balance competitiveness and risk management.
  • Ensure proposals fully meet client requirements while presenting compelling technical, operational, and commercial solutions.
  • Coordinate communications with clients, partners, consultants, and joint venture members throughout the procurement process.
  • Lead proposal reviews to ensure consistency, accuracy, clarity, and compliance with EBC's standards of excellence and brand image.
  • Monitor market trends, procurement strategies, competitor activities, and emerging industry practices to enhance EBC's competitive advantage.
  • Gather lessons learned from each bid process and contribute to the continuous improvement of bidding processes, tools, and best practices.
